HC tells petitioner to implead successful bidder over Radial Road-II tender - The HinduPublished - October 12, 2026 09:53 pm IST - HYDERABADThe Telangana High Court on Monday directed an infrastructure company to implead the successful bidder in the tender for construction of Radial Road-II from Outer Ring Road at Kothwalguda (Budvel) to Shabad in a writ petition the company had filed questioning its disqualification from tender process. Justice B. Vijaysen Reddy of the HC, hearing a batch of three writ petitions, noted that the matter cannot be adjudicated without hearing contentions of the successful bidder as the technical and financial bids were already opened. The infrastructure company M/s Sushee Infra and Mining Limited, one of the petitioners, sought a direction not to finalise the tender process contending that its disqualification from the tender process was illegal and arbitrary. The company stated the government disqualified it from the tender process on the ground that the experience certificate submitted by it was not as per tender conditions and was not counter-signed by the superintendent engineer concerned. This was illegal and violative of the principles of natural justice. The petitioner’s counsel submitted to the bench that the company’s experience certificate was valid and it was not given an opportunity to clarify the issues related to it. The signature of the officer concerned was not mandatory in the tender process, the counsel argued. The judge posted the matter after Dasara vacation for next hearing, instructing both the parties to file counter affidavits in the matter.
