Planning Appeal Decisions Speed Up As Sliema Tops Malta For Third-Party Cases

Sliema recorded more third-party planning appeals than anywhere else in Malta between 2020 and 2025, according to a new analysis by Pedament.com.A total of 70 appeals were lodged by third parties against development permits in Sliema during the six-year period, more than twice the number recorded in either St Julian’s or St Paul’s Bay.Both localities came joint-second with 32 third-party appeals each.The findings form part of an analysis of 9,343 planning appeals lodged with the Environment and Planning Review Tribunal since 2000, with researchers managing to match 98% of them to their corresponding Planning Authority applications.One particularly striking concentration emerged along the Sliema seafront. According to the analysis, 41 appeals were linked to developments within an area measuring roughly 700 metres across.The data also points to a broader shift in Malta’s planning landscape, with third-party appeals becoming increasingly common in recent years while the amount of time taken to decide cases has fallen considerably.What do you make of the number of planning appeals coming out of Sliema?•
