The Project 987 filing describes a two-story, 95,748-square-foot new-construction building associated with the expansion area for The Wizarding World of Harry Potter – Ministry of Magic.It also gives fresh oxygen to a long-running rumor: that Universal could revive some form of its much-discussed broomstick flight attraction concept. More useful for understanding the scale are the physical specifications: two stories and 95,748 square feet of enclosed and total space.The permit’s status is listed as issued, with an expiration date of January 20, 2027. That date should not be interpreted as an attraction opening date; building-permit expiration dates establish an administrative window, not a public debut schedule.The paperwork fits into a longer permit trail. Earlier filings associated work with Area P905, the project designation connected to Epic Universe’s Wizarding World, and described site utilities and foundation work across a roughly 150,000-square-foot project area. Its Wizarding World land combines 1920s wizarding Paris with the 1990s British Ministry of Magic, connected narratively through the Métro-Floo.Today, its major ride is Harry Potter and the Battle at the Ministry. Universal describes the attraction as a motion-simulation thrill ride in which guests board magical lifts and travel through Ministry departments alongside Harry, Ron, and Hermione during Dolores Umbridge’s trial.The land also includes Le Cirque Arcanus, interactive wand experiences, dining, and retail. Inside the Magic has documented both the Ministry land’s continued evolution and the operational attention surrounding Battle at the Ministry since Epic Universe opened.Adding another large indoor experience would therefore be consequential. Inside the Magic reported as far back as 2021 on rumors of a VR broomstick concept connected to Universal’s future Wizarding World plans. Industry discussion has since evolved toward concepts that could use physical ride hardware, sets, screens, or a hybrid of technologies.That history makes Project 987 interesting. A nearly 96,000-square-foot, two-level building could accommodate a substantial indoor themed experience, but square footage alone cannot identify the ride system inside it. A tracked dark ride, simulator-based attraction, suspended system, coaster hybrid, show, or another format cannot be confirmed from the public building specifications currently available.In other words, the permit strengthens the case that Universal is preparing something substantial in this expansion area. That remains the line between what is publicly documented and what is still rumor.The distinction matters because Epic Universe has multiple expansion projects moving through permitting. Separate documents for Project 680 in the Dark Universe expansion area have gone further by explicitly showing a “Ride Maintenance Bay,” providing documentary evidence of a ride there. Harry Potter and the Battle at the Ministry and the land’s existing experiences continue to operate according to Universal’s published park information.The next meaningful clues would be ride-specific permit language, structural plans that expose loading or maintenance areas, specialty contractor filings, visible vertical construction, or—most decisively—an announcement from Universal Orlando Resort.Project 987 has now moved from a vague expansion footprint to a defined two-story building approaching 96,000 square feet. That makes the mystery narrower, not solved.
