By Mulengera ReportersOn Thursday, Kampala Minister Minsa Kabanda complied with the President’s written directive of 30th August 2026, instructing her to put together a team of KCCA officials and other stakeholders to look into young Kampala billionaire Hajji Hassan Bulwadda’s proposal to repurpose the more than 6 acres of land downtown Kampala. In his detailed written proposal to the President, Bulwadda had proposed to utilize Nakivubo Settlement Primary School land by putting up new sprawling infrastructure o create employment and improve land use in that prime part of Kampala. His project is to be called Bulwadda National Skilling Centre & Shopping Complex. The skilling centre will impart vocational skills onto thousands of women and youth living or residing in the densely-populated adjacent slums of Kisenyi and Katwe. So, on Thursday, Minsa Kabanda visited the school to assess the state in which it is. It has been declining over the years due to neglect to the extent that the 82 resilient students who are still there, are studying/learning under very squalid conditions. Minsa Kabanda, who also doubles as the Kampala Central MP, was shocked to learn from staff and school managers that Nakivubo Settlement still has asbestos roof, which makes learners susceptible to non-communicable diseases among other health-related vulnerabilities. Minsa Kabanda was with several other leaders and stakeholders, including Hajji Bulwadda who was flanked by Hajji Musa Lubwama, one of the employees of his real estate company. The Minister, who is supposed to report back updating the President on the outcome of the consultations she was directed to carry out among stakeholders, announced that parents with children at the repurposed Nakivubo Settlement P/S will have to relocate them to the nearby Nakivubo Blue Primary School. On Thursday, her entourage toured Nakivubo Blue and established there was capacity to accommodate additional learners as a result of the new three storied new classroom block there, which can accommodate 900 learners. She thanked the Ministry of Education and KCCA for the foresight that saw them put in place that new infrastructure to accommodate more learners to facilitate the learning of Uganda’s children. Minsa Kabanda also rebuked rogue-minded property developers who had previously come up with fraudulent land titles laying claim on the Nakivubo Settlement Primary School land which the President is open to allocating to Bulwadda for the appropriate re-development. That same fraudulent titling is already being investigated and Minsa Kabanda says the titles will be cancelled and the fraudulent scheme perpetrators criminally prosecuted. In his brief remarks to reporters, Hajji Bulwadda, a renowned Kampala property mogul, said he was ready to sink billions of money to redevelop and transform the more than 6 acres of land currently housing Nakivubo Settlement Primary School.
