By Mulengera ReportersPLU Secretary General David Kabanda, who Gen MK the CDF says doesn’t have to be a Minister to effectively exercise power in Uganda, on Thursday released/posted information indicating that Jane Ruth Aceng, the outgoing Minister of Health, is the one going to serve as the Government Chief Whip. This implies that Kasule Lumumba, whose posting had surprised many given that she isn’t an MP, will have to do with some other deployment. Many had got surprised seeing the President posting Lumumba who isn’t an elected MP going to serve as GCW, which in effect makes her the chairperson of the NRM caucus. Many had indicated it would be hard for Kasule to do a good job as MPs are likely to despise her given the fact that she never won a popular vote anywhere, unlike them who went through a furnace to earn their jobs.The former Bugiri Woman MP quit elective politics and ceased to be a legislator years ago when Gen Museveni unleashed her to serve as NRM Secretary General, replacing Amama Mbabazi in the early 2010s. The Aceng deployment to head the NRM caucus in Parliament will also mean that Gen Museveni will have to find someone else to serve as Minister of Information, ICTs & National Guidance, a position to which Aceng had been deployed. He could simply designate Lumumba to take up that same docket so that there isn’t much disruption.
