Candy could absolutely be needed for hypos. Also, insulin can still be good for ~28 days at room temperature (or under 86°), some brands will guarantee it for longer, like Levemir pens I believe are 42 days out of the fridge. They also may be type 2 and not actually need insulin, but could still experience significant lows where they need quick sugar. For the last ~20 years, I have always kept orange juice, glucose tablets, and smarties or skittles in my house because my mom, cousin, and 2 of my friends are diabetic. (For reference if you have diabetic friends, smarties, the little chalky candy things that come in rolls, are basically pure dextrose and will raise a hypo extremely fast)
