For this purpose, the Irrigation Department should form farmer groups and construct community tanks for every 10 acres or more of agricultural land. These tanks will be filled with canal water, and irrigation will be carried out through micro-irrigation systems. The Government will provide 85 percent subsidy for the construction of such tanks, said Nayab Singh Saini.The Chief Minister said this while chairing a review meeting of the Irrigation and Water Resources Department’s five-year action plan under Haryana Vision-2047 held at the Civil Secretariat on Saturday. He said that the department must move beyond traditional irrigation systems and, in line with the concept of “Per Drop – More Crop” of Prime Minister Narendra Modi, the department must prepare future-ready plans aligned with developed countries that efficiently manage limited water resources, in order to achieve the goals of Viksit Bharat-2047.He said that despite limited water resources, their optimum utilisation is possible, and departmental schemes must be visible on the ground. He directed that farmers be made aware to reduce open-field irrigation practices. The cost of irrigation for farmers will be minimized, and under the new system, farmers will not need to install tube wells for irrigation.The Chief Minister directed that this initiative should initially be implemented in nine districts namely Bhiwani, Charkhi Dadri, Gurugram, Mahendragarh, Nuh, Rewari, Hisar, Jhajjar and Sirsa where farmer groups will be formed and community tanks constructed for land holdings of 10 acres or more, with 85 percent government subsidy. He said that water will be supplied to these tanks through canal pipelines, and solar panels will be installed on them.The Chief Minister said that drip and sprinkler irrigation systems will be implemented in the connected fields, enabling farmers to irrigate crops as per requirement. This will eliminate the need for tubewells and reduce dependence on electricity and water availability. Open-field irrigation will be discontinued, enabling more area to be irrigated with less water. He said that micro-irrigation systems should be introduced in sugarcane and cotton crops from this year, said Sh. Nayab Singh Saini.The Chief Minister said that the Irrigation Department may initiate tenders this year to convert entire village agricultural land into micro-irrigation systems in the selected nine districts, involving modern agri-technology companies. This will enable farmers to receive irrigation water in a smart and efficient manner without additional expenditure, he said.The Chief Minister further directed the Principal Secretary, Department of Future, Smt. Amneet P. Kumar, to study irrigation technologies used in developed countries such as Israel and assist in modernising irrigation systems in the State.The Chief Minister further said that a comprehensive plan should be prepared for repair, renovation, and strengthening of all canals in the State, with fixed timelines, and regular progress reports should be submitted. Ganesan, presented the five-year roadmap, outlining proposals for strengthening water supply systems, expanding sewerage networks, reuse of treated wastewater, centralized monitoring of Sewage Treatment Plants (STPs), and deployment of AI-based grievance analysis systems.The Chief Minister directed preparation of a plan for setting up water treatment plants for every 5,000 population and ensuring canal-based supply to all waterworks. To strengthen educational opportunities along with school education and to provide coaching-like facilities within villages, libraries will be established in all 395 gram panchayats of Karnal district so that youth can access facilities for competitive exam preparation at the village level itself.During his scheduled visit on Saturday, the Union Minister toured several villages in Nilokheri Assembly constituency where he directly interacted with the public and addressed their grievances. Along with this, priorities also include construction of boundary walls and sheds in cremation grounds, development of pucca roads, and ensuring proper drinking water supply in villages.Manohar Lal also highlighted that under the Mhara Gaon-Jagmag Gaon scheme, 24-hour electricity supply is being ensured in the state, whereas earlier there used to be power shortages and people were forced to protest by blocking roads.He said that on May 21, the highest-ever electricity supply in the country was recorded, with uninterrupted supply of 270.80 gigawatts against demand. Currently, the country has an availability of 283 gigawatts, and preparations are being made to handle up to 300 gigawatts in the future. A decade ago, even meeting a demand of 250 gigawatts was not possible.Manohar Lal further shared that in 2014, line losses in the state were around 34 percent, which have now been reduced to 11 percent. He also said that the energy sector is rapidly evolving, with electric vehicles now being available for transportation and solar energy being widely promoted. Under the PM Surya Ghar Yojana, 3 kW solar panels are being installed in households.The Union Minister appealed to the public to take benefit of government schemes and contribute towards making the country energy self-reliant. Out of this, Rs. 7 crore 40 lakh 89 thousand has been allocated for development works in the general category, while Rs. 5 crore 88 lakh 52 thousand has been earmarked for development works for the Scheduled Caste category.The Cabinet Minister directed the officers that all approved development works should be completed within the stipulated time frame so that no grant lapses occur. He said that maintaining quality in development works is the primary responsibility of the officers and any negligence in construction work will not be tolerated.He further directed the officers to expedite the construction works under the Committee and to work with a positive approach and better coordination.Krishan Kumar Bedi further directed that the concerned officers should inspect the development works from time to time, and if any issue arises, it should be brought to his notice immediately so that it can be resolved in time.It was informed in the meeting that under the District Development Plan for the financial year 2025–26, an amount of Rs. 14 crore 86 lakh 32 thousand had been approved. Ensure uninterrupted drinking water supply during summer- MinisterWhile hearing one of the cases, the Minister directed officers of the Public Health Engineering Department to ensure uninterrupted drinking water supply across the district in view of the rising summer temperatures and to prevent water shortages in any village or area.In another complaint raised by residents of village Pili Mandori regarding drinking water issues, the Minister directed the officers to ensure regular and adequate supply of clean drinking water in the village.He further directed that a TDS test of the water quality be conducted and the report submitted to the DC office by Monday.Meanwhile, the departmental officers informed the meeting that a project worth Rs 6.72 crore had already been approved to strengthen the drinking water system in the village and that work would begin soon after completion of the tender process. Detailed report sought in illegal construction matterTaking cognisance of a complaint regarding road construction in violation of rules in an illegal colony in the Ratia area, the Minister directed the DMC to inspect the site and submit a detailed report in the next meeting. He said all construction work must strictly adhere to the prescribed rules and any irregularity should invite action against the responsible persons as per regulations.Directions issued for impartial inquiry into complaints While hearing a complaint submitted by Babita, a resident of village Gajuwala, the Minister directed the police department to conduct a fair and thorough inquiry into the complaints made by both parties. He said strict legal action should be ensured against whoever is found guilty so that public faith in law and order remains intact. Strict action against unrecognised schoolsDuring the hearing of a complaint filed by Rakesh Kumar, a resident of village Ban Mandori, the Minister directed the Education Department to ensure that no unrecognised school is allowed to operate in the district. The DEEO informed the meeting that action had already been taken against the concerned school and it had been shut down.
