Ccb = Canada child benefit (child tax colloquially). Pwd = persons with disability. It's like income assistance (welfare) except better. This is all CAD, and things are more expensive here, so $2500/month really isn't a lot to live on for a family of 3, but its doable. Her kids are old enough not to need childcare either, so unless she's severely disabled (and if she was caring for farm animals I suspect not), she could work part time up to ~16k/year and have it not impact her benefits.
