Momentum Calls For Propositional Referendums In New Proposals

Partit Momentum published three proposals on Sunday with the aim of bringing democratic power back to the citizens, after accusing PL and PN of only caring about democracy around election time. One of these proposals calls for propositional referendums, rather than abrogative ones. The party explains that as is, Malta’s referendum legislation allows citizens to remove parts of existing laws but not propose new ones, calling this “half a democracy”. The party pledged that if they are in power, they will push to change this law to give the citizens the power to propose laws in a proactive manner rather than in a reactive way.Another proposal that Momentum has called for was the introduction of vision circles as a sort of policy consultation. Vision circles have been a pillar of Momentum’s policy consultation process from its inception. They said that with this proposal, the vision circles will be permanent and ongoing forums that unite people from different social realities to affect the policies that directly affect them. The final proposal pertained mandatory public consultation on all projects worth over €1 million before any money is committed. The centrist party explained that Maltese citizens are only being notified about big projects after the contracts have been signed with consultation being a formality. They used the example of the Vitals concession and the Marsascala marina.Matthew Agius, a Momentum candidate contesting on the 2nd and 8th districts, concluded by saying that Malta has been an observer for big decisions without acting for too long, and their proposals will give citizens “a real voice in the rooms where decisions are taken.”What do you make of these proposals?•
