President Donald Trump also wrote on Truth Social that he expected a final answer in the coming days.But officials said the process has been slowed by the difficulty of getting information to and from Khamenei. When Washington sends proposed terms, Iranian negotiators may be unable to quickly obtain a response from the supreme leader, two officials said.A White House spokesperson declined to comment on intelligence about Khamenei’s location or the methods Iranian officials are using to communicate with him.Khamenei has not appeared publicly since before the war began.He was injured in US and Israeli strikes during Operation Epic Fury and has since adopted extraordinary precautions to avoid being targeted in the same way as his father, Ayatollah Ali Khamenei, who was killed after ruling Iran from 1989 until Feb. 28.US and Israeli intelligence gained from inside the Iranian government has helped identify and kill much of Iran’s senior leadership during the war, one official said.The result, officials said, is a regime operating under severe internal pressure. Many senior Iranian figures are spending extended periods inside fortified bunkers, avoiding daylight and limiting contact even with one another.“Watching them try to figure out how to talk to each other is almost like watching a sitcom. They are completely exasperated,” one official said.The most restrictive procedures surround Khamenei himself. Even top Iranian officials are not told where he is, and they have no direct line to him, according to the officials.Instead, communications move through a courier network designed to keep his location hidden, creating delays between when negotiators receive proposals and when the supreme leader can approve, reject or modify them.“This is why you see people saying things like, ‘The supreme leader has agreed to the framework,’ or ‘We’re waiting to hear back on the final deal points.’ Every piece of information he receives is dated and there’s a lot of latency to his responses,” one official said.Khamenei has given subordinates broad negotiating instructions, including which subjects they may discuss and which should remain off-limits, the officials said.
