Yoweri Museveni, the long-time president of Uganda, has been in power since 1986.President Yoweri Kaguta Museveni has this evening unveiled the Cabinet that will serve during the 2026-2031 term, largely retaining ministers who served in the previous administration from 2021 to 2026.Under the new appointments, Jesca Alupo has retained her position as Vice President, while Robinah Nabbanja remains Prime Minister. Former First Deputy Prime Minister and East African Affairs Minister Rebecca Kadaga has been elevated to the position of First Deputy Prime Minister and Minister for East African Community Affairs, replacing Gen. Moses Ali, who has not returned to Cabinet.Gen. Moses Ali, who served as First Deputy Prime Minister and Deputy Leader of Government Business in Parliament, spent much of the previous term indisposed despite being elected Member of Parliament for East Moyo County.Veteran politician Dr Crispus Kiyonga has made a return to Cabinet as Second Deputy Prime Minister and Deputy Leader of Government Business in Parliament, while Lukia Nakadama retains her position as Third Deputy Prime Minister and Minister Without Portfolio.President Museveni also appointed several politicians who had expressed interest in contesting for the positions of Speaker and Deputy Speaker of Parliament before stepping down in support of Jacob Oboth-Oboth and Thomas Tayebwa.Among them is Arioni Odria Yorke, a former Speaker aspirant, who has been appointed State Minister for National Guidance. Lydia Wanyoto Mutende, who had shown interest in the Deputy Speaker position, becomes State Minister for Public Service. Nakawuki Suzan Nsambu has been appointed State Minister for Tourism, Wildlife and Antiquities, while Henry Tumukunde takes over as Minister for Gender, Labour and Social Development.Justine Kasule Lumumba has been appointed Government Chief Whip, moving from her previous role as Minister in charge of General Duties. Sam Mayanja, formerly State Minister for Lands, has been appointed Attorney General, replacing Kiryowa Kiwanuka, who now becomes Minister of Defence and Veteran Affairs.Dr Monica Musenero Masanza has been transferred from Science, Technology and Innovation to head the Ministry of Energy and Mineral Development, Henry Musasizi has been elevated to full Minister of Finance, while Dr Chris Baryomunsi becomes Minister of Health, swapping positions with Dr Ruth Aceng, who now heads the Ministry of ICT and National Guidance.Balaam Barugahara has been elevated from State Minister for Youth and Children Affairs to full Minister for Local Government. Gen. Katumba Wamala moves from the Ministry of Works and Transport to the Ministry of Public Service, while Gen. Kahinda Otafiire leaves Internal Affairs to take over the Ministry of Water and Environment. Byamukama Fred has been appointed senior minister in charge of Works and Transport, while Norbert Mao retains his position as Minister for Justice and Constitutional Affairs.Those who retained their positions include Dr JC Muyingo, as State Minister for Higher Education, Diana Mutasingwa, as State Minister in the Office of the Vice President, Phiona Nyamutoro, as State Minister for Energy and Mineral Developement, Judith Nabakoba, as Lands Minister, and Amos Lugoloobi, as State Minister for Finance, among others.The President also brought several new faces into the Cabinet, including a number of surprise appointments. Among the most notable is Justine Nameere, the Masaka City Woman MP, who has been appointed State Minister for Local Government. Dr Lawrence Muganga, the Vice Chancellor of Victoria University, has been appointed State Minister for Internal Affairs.Uganda’s Permanent Representative to the United Nations, Adonia Ayebare, has been named Minister for Foreign Affairs. Eng Jonard Asiimwe takes over the Science, Technology and Innovation docket in the Office of the President, while Businessman Sanjay Tanna has been appointed Minister for Trade, Industry and Cooperatives.Other new entrants include Alum Sandra Santa as State Minister for Economic Monitoring in the Office of the President, Desire Muhooza as State Minister for Agriculture, and Robert Migadde Ndugwa as State Minister for Fisheries.Akifeza Grace Ngabirano has been appointed State Minister for Defence, Phyllis Chemutai becomes State Minister for Primary Education, while Cissy Mulondo takes over as State Minister for Finance in charge of General Duties. Amina Mukalazi has been appointed State Minister for Privatisation and Investment, Shartsi Kutesa Musherure becomes State Minister for Microfinance, and Calvin Echodu takes over as State Minister for Foreign Affairs.Kuteesa Mary Kamuli has been appointed State Minister for Gender, Labour and Social Development, Lakisa Mercy Faith becomes State Minister for Youth and Children Affairs, while Simon Mulongo takes charge of Employment and Industrial Relations.Jackline Mbabazi has been named State Minister for the Elderly, Dr. Charles Ayume becomes State Minister for Health, Tom Aza takes over as State Minister for Cooperatives, and Siraji Musa Ali has been appointed State Minister for Transport.Several senior ministers from the previous Cabinet have been left out in the new appointments. Among those dropped are Gen. Moses Ali, former First Deputy Prime Minister and Deputy Leader of Government Business in Parliament; Ruth Nankabirwa, former Minister of Energy and Mineral Development; Hamson Obua, former Government Chief Whip; Francis Mwebesa, former Minister for Trade, Industry and Cooperatives; and Matia Kasaija, former Minister of Finance.Others dropped include Betty Amongi, former Minister for Gender, Labour and Social Development, Evelyn Anite, State Minister for Investment, Raphael Magyezi, former Minister for Local Government, Wilson Muruli Mukasa, former Minister for Public Service, Gen.
