When it comes to throwing a Hail Mary, the Chicago Bears usually look to franchise quarterback Caleb Williams. But on Sunday, they were watching closely as Illinois senators tossed a desperate, last-ditch play to keep their historic NFL team from moving across the border. The Bears will move out of Solider Field, but a new stadium location hasn’t been setGettyThe Bears want to build a new, $5 billion domed stadium, and have two potential sites.Arlington Heights, a suburb 25 miles northwest of historic Soldier Field, was long said to be the team’s preferred option. However, since late April, the Illinois Senate has been unable to find sufficient support to pass their version of a ‘megaprojects’ bill that would give them property tax certainty.A lack of political consensus has allowed Indiana to swoop in with a proposal of its own, to bring the Bears across the border to Hammond instead. Now, Illinois is running out of time.Bears ‘back to square one’ in Arlington Heights stadium talksThe Illinois state legislature was scheduled to adjourn on Sunday, May 31, and according to the Chicago Tribune, balancing the state’s budget superseded the effort to reach an agreement that will entice the Bears to stay.Lawmakers on Saturday worked to put together a ‘limited package of tax increases and revenue diversions’ to finance a new budget of more than $55 billion. With that effort the priority, the Tribune reports that talks to keep the Bears in Illinois ‘appeared to be back at square one.’“The same sticking points are there that have always been there, discomfort in the caucus with the Bears’ proposal regarding property tax breaks,” state Sen. Bill Cunningham said on stadium negotiations.“We’re having a difficult time working through that. We also have members of the Chicago caucus who would like to find some sort of path where the city of Chicago would also have the ability to compete for a stadium. The Bears would prefer to stay in Illinois, with Arlington Heights touted as the siteManicaIndiana has been working hard to bring the team to HammondGetty“It’s fair to say the proposal that the Bears put out there (for negotiated payments to local taxing districts in lieu of taxes) does not have the support to pass.“So we are trying to devise a different approach.”With the clock ticking, and talks back to square one, Cunningham and his colleagues worked to submit a new deal come Sunday.Illinois lawmakers submit last-minute revamped megaprojects billAccording to the Chicago-Sun Times, a bill was filed at about 11pm on the final night of the General Assembly’s spring calendar that would allow Cook County municipalities with populations of at least 70,000 to create their own stadium-financing authorities.Cunningham and Sen. Napoleon Harris, a former NFL player, are sponsoring the bill.“So I think what we’ve done here with this bill today is establish a framework that would enable the Bears to build a stadium in the State of Illinois,” Cunningham said.Lawmakers hope a last minute bill can keep the Bears from crossing the borderGetty“This is the exact same mechanic set up in Northwest Indiana.”He added the Bears were informed of the proposal, but didn’t indicate if they supported it.“We are creating these paths for the Bears,” Cunningham said.“It’s up to them to choose which path to go down.”NFL Stadium StatusOn the Move – Why is Roger Goodell allowing three of NFL’s most famous teams to build $8.8bn new homes and ditch diehard fans?Chicago Bears – NFL’s second-oldest team admits defeat as $5bn relocation from 102-year-old stadium confirmed in statementKansas City Chiefs – Chiefs owner issues response as Kansas City’s $4bn cross-state relocation plan hits roadblockJacksonville Jaguars – $5.6bn NFL team’s 150-mile relocation triggers unique rule exemption amid CBA conflictCleveland Browns – $2.6bn NFL stadium fraught with drama finally makes breakthrough as Super Bowl dream teasedTennessee Titans – Super Bowl 2030 host is unopened $2.2bn ‘cookie-cutter’ stadium that will be NFL’s smallestAccording to the Sun-Times report, Cunningham believes his proposal mirrors that of Indiana’s already approved legislation, but without the taxpayer burden. He said he had the votes to get it through his chamber, but wasn’t sure about its prospects in the Illinois House. As it turned out, Cunningham was right to be worried, as the House closed its legislative session, shortly before sunrise Monday, without taking a vote. The stadium saga, once again, is in limbo.Bears president Kevin Warren has previously said the team wants to name its next site by ‘early summer’ and a statement shared early Monday confirmed they’re still considering both options. “We will finalize our evaluation of both Arlington Heights and Hammond, and remain on the late spring/early summer timeline that we have previously communicated,” the Bears statement read, per ProFootballTalk. “We will provide an update when we have a decision to share.”Stay up to date on all things NFL across our talkSPORT platforms – subscribe to our YouTube channel for the latest news, opinion, exclusive interviews and our daily unfiltered, unscripted show ‘The S* Word, from 8am ET.
