By Mulengera ReportersThe National Water and Sewerage Corporation (NWSC) has unveiled an ambitious six-month intervention plan aimed at improving water supply reliability and extending daily supply hours for thousands of customers across Kampala, Wakiso and Mukono. The Kampala Water Forward-Looking and Optimisation of Water Supply (K-FLOWS) programme, which runs from November 2026 to April 2027, seeks to address persistent supply interruptions by increasing the volume of water reaching underserved communities and strengthening the distribution network. The programme follows strategic guidance issued by the Minister of Water and Environment in October 2026, directing NWSC to prioritise supply reliability and customer satisfaction.Under the plan, NWSC intends to raise water availability for customers currently receiving less than 12 hours of supply daily to at least 12 hours, with a target of 18 to 24 hours or continuous supply in areas where technically feasible.Speaking during the programme launch, NWSC Managing Director Eng. Dr Silver Mugisha said the Corporation was shifting its focus from measuring operational activities to measuring the actual impact of its services on customers.“It is not about pipes laid or money spent. It is about how many hours of water our customers actually receive, at the right pressure, every day,” Mugisha said.He emphasised that the six-month period must deliver visible improvements rather than routine operational achievements. The programme will be implemented through two major interventions: bulk water supply augmentation and water distribution network optimisation. The bulk supply component will involve transferring additional water to supply-constrained areas through network interconnections, pumping upgrades, new boreholes and targeted pipeline extensions.Among the first interventions are the Katosi–Mutungo Water Supply Stabilisation Project and the Ggaba III–Muyenga Bypass, both expected to be completed by December 2026.Together, the two projects are expected to stabilise supply for approximately 26,842 customer accounts in areas including Rubaga, Lungujja, Makindye, Nateete, Busega, Bulenga, Kakiri and Nansana.Other interventions scheduled for implementation within the six-month period include new boreholes and local water supply schemes in Kikokiro, Kitagobwa, Bukasa, Mengo, Kasenge, Kazinga, Maya, Namungoona and Nalumunye. Most of these projects are designed to deliver at least 18 hours of water supply daily. The six-month programme will also complement NWSC’s larger Package 2B infrastructure investment, which involves approximately 71 kilometres of primary transmission mains, new reservoirs at Kanyanya, Kabulengwa and Mutungo, and booster stations at Kungu and Kabulengwa.Package 2B is expected to be completed in August 2027, meaning K-FLOWS will provide earlier relief while preparing local distribution networks to handle additional water volumes.NWSC says implementation will be guided by urgency, transparency, accountability and measurable impact, with each intervention assigned an accountable officer and specific service delivery targets. The Corporation has pledged to verify improvements through field assessments and customer feedback before declaring projects successful.
