The Planning Authority has rejected plans for a four-storey elderly home on ODZ land in Żabbar following a unanimous 9-0 vote by the Planning Board.According to a report by MaltaToday, the proposal, filed by landowner Clinton Spiteri, included a 92-room complex covering more than 4,250 square metres and reaching almost 18 metres in height. Plans also featured three underground levels containing staff facilities and a 153-car parking area.Architect and former Labour MP Charles Buhagiar argued the application was intended to determine whether such a project could potentially be feasible on the site.However, the planning directorate described the proposal as a “non-starter”, while the case officer concluded it was “inappropriate within the surrounding context”.The site is located within an agricultural area, a protected valley and an area of ecological and scientific importance.Do you agree with the Planning Authority’s decision?Image: MaltaToday•
