The exercise was aimed at drawing lessons from the floods witnessed in 2023 and 2025 and strengthening Haryana’s preparedness-based disaster management framework.Financial Commissioner, Revenue and Disaster Management, Dr. Sumita Misra, leads the entire exercise from the State Control Room in her capacity as State Incident Commander.The mock drill was conducted in Gurugram, Ambala, Faridabad, Fatehabad, Kaithal, Karnal, Kurukshetra, Panchkula, Panipat, Palwal, Sirsa, Sonipat and Yamunanagar, which have been identified as high flood-risk districts. Two separate simulation sites were identified in each district to test response mechanisms under realistic flood scenarios.Dr. Sumita Misra said the exercise was conducted to evaluate the state’s disaster preparedness systems, improve inter-departmental coordination, validate emergency response mechanisms and identify gaps requiring further improvement. She said the Haryana Government is committed to developing a proactive, technology-driven and community-centred disaster management system capable of responding swiftly during emergencies.The exercise was conducted in three phases. The first phase involved an Orientation and Coordination Conference held through video conferencing on May 6, followed by a Table Top Exercise on May 12 to review response scenarios, communication protocols and preparedness plans. The final phase involved live field simulations and deployment of agencies on Wednesday.The simulated scenario assumed heavy monsoon rainfall and rising water levels in major rivers, including the Yamuna, Ghaggar, Tangri and Markanda rivers, leading to flood-like situations, urban waterlogging, disruption of communication systems and damage to infrastructure.The State activated its complete emergency response mechanism involving 24 departments, including Home, Police, Irrigation, Health, Agriculture, Energy, Transport, Urban Local Bodies, Fire and Emergency Services and Public Health Engineering. All Deputy Commissioners functioned as District Responsible Officers to ensure smooth coordination and execution of the exercise.Teams from the State Disaster Response Force (SDRF), National Disaster Response Force (NDRF), Police, Health Department, and Fire & Emergency Services conducted search and rescue simulations, evacuation drills, relief camp management exercises, and medical response operations across identified districts. These drills replicate worst-case scenarios—such as people trapped near riverbanks amid heavy floods—using entirely natural evacuation procedures. They equip officers to handle any extreme situation and rigorously assess overall preparedness.Senior disaster management experts, including Brigadier Ravinder Gurung (Retd.), Senior Consultant with NDMA, supervised the exercise from the State Headquarters. Representatives from the Assam State Disaster Management Authority also participated and shared best practices related to flood management.The drill also witnessed active participation of Aapda Mitra volunteers, Indian Red Cross Society, NCC cadets, NSS volunteers, Bharat Scouts and Guides, NYKS volunteers and local NGOs to strengthen community-level preparedness.Officials reviewed the availability and functionality of resources listed on the India Disaster Resource Network (IDRN) portal to ensure timely deployment of manpower and equipment during emergencies.Dr. Sumita Misra said all observations and learnings from the mock drill would be incorporated into future disaster management planning and contingency response mechanisms in Haryana. She said the exercise marks a significant step towards building a resilient, responsive and preparedness-oriented disaster management system in the state.Haryana Intensifies Measures to Improve Sex Ratio: ACS Health Dr. Sumita MisraStrict action against illegal sex determination to be ensured across the stateThe Haryana Government has intensified its statewide campaign to improve the sex ratio and curb illegal sex determination practices, with Additional Chief Secretary, Health & Family Welfare, Dr. Sumita Misra directing district health authorities to launch stricter enforcement and awareness measures across all districts.Issuing comprehensive directions to Civil Surgeons in the state, Dr. Sumita Misra said that the Health Department is committed to ensuring effective implementation of the PC&PNDT Act and the Medical Termination of Pregnancy (MTP) Act to eliminate female foeticide and promote gender equality.She directed all districts to significantly increase raids and inspections against illegal sex determination activities and strengthen surveillance mechanisms to identify and curb violations at the ground level. She emphasized that strict monitoring and swift action are essential to improving the sex ratio in the state.Dr. Misra further instructed all Civil Surgeons to ensure that District Level Committee and District Task Force meetings are held under the chairmanship of the Deputy Commissioner within the next three working days and regularly thereafter for close monitoring and coordinated action at the district level. She said field staff accountability must be strengthened, and every possible effort should be made to improve the sex ratio by the end of May 2026 compared to the corresponding period last year.Highlighting the need for social participation, the Dr. Misra said religious leaders, community organisations and local institutions should be actively involved in creating awareness against female foeticide and sex determination. The government has decided to send progressive farmers from every district of the state on ‘Exposure Visits’.The main aim of this initiative is to connect Haryana farmers directly with modern farming techniques, advanced methods and new markets being adopted in different parts of the country, so that they can bring positive changes in traditional farming practices. Thousands of farmers in the state will get an opportunity to learn about agricultural reforms at the national level.Shyam Singh Rana said that the Chief Minister, Nayab Singh Saini, who has always worked in the interest of farmers, had announced in his Budget speech that farmers would be sent on exposure visits. The process to implement this announcement has now started.He said that during these agricultural visits, Haryana farmers will get an opportunity to visit agriculture-focused states like Gujarat, Maharashtra, Madhya Pradesh, Rajasthan and Telangana. These states have been selected because of their achievements in different areas of farming. Bimla Chaudhary was also present on the occasion.The Health Minister said that since Gurugram is the most populous district of Haryana, healthcare services are being continuously expanded there. She said that keeping in view the increasing population and rapid urbanization, the government is consistently working towards strengthening healthcare infrastructure so that better, accessible, and quality medical facilities can be provided to the public. Through new hospital buildings, sub-health centres, Block Public Health Units, and modern medical facilities, the reach of healthcare services is being continuously strengthened in both rural and urban areas.She said that under the leadership of Chief Minister, Nayab Singh Saini, the state government is bringing historic changes in the health sector. The government’s objective is to ensure timely and better healthcare facilities for every citizen. She informed that a new Primary Health Centre (PHC) will be established in the Baghnakhi area of the district, while a new Sub Health Centre is proposed in Ghamroj village. Similarly, Faridabad Smart City Limited project has been granted extension till March 31, 2027.This was disclosed during the meeting of the State-Level High-Powered Steering Committee (SLHPSC) chaired by Haryana Chief Secretary Sh. Anurag Rastogi today to review the progress of Smart City Mission projects in Karnal and Faridabad.During the meeting, it was informed that the extension has been granted in line with the directions of the Ministry of Housing and Urban Affairs (MoHUA) so that the remaining projects nearing completion can be executed efficiently and citizens continue to benefit from modern urban infrastructure.The Chief Secretary reviewed the physical and financial progress of projects being implemented under the Smart City Mission in Karnal and Faridabad and appreciated the pace of development works being carried out in both cities. The Chief Secretary emphasized that the Smart City Mission has significantly strengthened urban infrastructure, improved civic amenities and enhanced the quality of life for citizens through modern and technology-driven development initiatives. He directed officials to ensure timely completion of the remaining projects and effective utilization of public assets created under the Mission.Commissioner and Secretary, Urban Local Bodies Department, Ashok Kumar Meena informed that Faridabad Smart City Limited has undertaken 46 projects worth Rs 916.83 crore, out of which 32 projects have already been completed. Similarly, Karnal Smart City Limited has taken up 122 projects worth Rs 930 crore, with 86 projects already completed and several others in advanced stages of execution.He said a large number of completed projects have already been handed over to the concerned departments for future operation and maintenance. Faridabad Smart City Limited has handed over 23 completed projects, while Karnal Smart City Limited has handed over 83 projects to the respective agencies.It was further shared that both smart cities have successfully utilized the grants allocated under the Smart City Mission. Candidates can check their examination results on the Board’s official website www.bseh.org.in and results.digilocker.gov.in from this afternoon onwards.Board Chairman Dr. Pawan Kumar said that the pass percentage of regular candidates in the Secondary (Academic) examination stood at 89.60 percent, while the result of self-study (private) candidates remained 70.02 percent.He informed that a total of 2,76,640 candidates appeared in the Secondary (Academic) regular examination, out of which 2,47,860 passed, while the result of 6,201 candidates was declared as E.R. (Essential Repeat), meaning such candidates will have to appear in the examination again. In this examination, out of 1,33,530 girl students who appeared, 1,22,367 passed, recording a pass percentage of 91.64, while out of 1,43,110 boys, 1,25,493 passed, recording a pass percentage of 87.69. Thus, girls achieved a 3.95 percent higher pass percentage than boys.He further informed that the pass percentage of government schools stood at 87.23, while private schools recorded a pass percentage of 92.45. In this examination, students from rural areas recorded a pass percentage of 90.25, while students from urban areas recorded 87.94 percent. He said that district Charkhi Dadri secured the first position in pass percentage, Jind secured the second position, Mahendragarh secured the third position, while district Nuh remained at the lowest position.He further informed that from this evening onwards, the concerned schools and institutions will also be able to download the results by logging in to the Board’s website using their user ID and password.He further stated that the result of private candidates in the Secondary examination stood at 70.02 percent. A total of 4,556 candidates appeared in this examination, out of which 3,190 passed. Private candidates can check their results by entering their roll number or name, father’s name, mother’s name and date of birth. School candidates can also check their results by entering their roll number and date of birth.The Board Chairman stated that in addition, the results of the Secondary Open School Annual Examination-2026 (Fresh, Re-appear, Improvement and Additional Subject categories) conducted across the state are also being declared today. Candidates can check their results on the Board’s official website.He further informed that in the Secondary Open School (Fresh) examination, 5,772 candidates appeared, out of which 645 candidates passed, recording a pass percentage of 11.17. In this examination, 3,519 boys appeared, out of which 389 passed, recording a pass percentage of 11.05, while out of 2,253 girl students, 256 passed, recording a pass percentage of 11.36.He informed that the result of the Secondary Open School (Re-appear) category stood at 47.64 percent. The pass percentage for D.El.Ed. Admission Year 2023-25 First Year (Re-Appear) was 62.50 per cent. Similarly, the pass percentage for Admission Year 2023-25 Second Year (Re-Appear) was 81.76 per cent, while the pass percentage for Admission Year 2024-26 First Year (Re-Appear) was 65.13 per cent.
