If your city/community will charge for disposing such things people will just throw it into nature or dump it somewhere on a parking place or or a river/lake. Big mistake. In germany it also depends on city/country but here they pick up "small amounts of stuff" every 2 months for free and you can just bring it to a recycling collecting center (Wertstoffhof) for free.
