Every week, the TDN posts a roundup of the relevant Horseracing Integrity and Safety Act (HISA) related rulings from around the country.The following rulings were reported on HISA's “rulings” portal and through the Horseracing Integrity and Welfare Unit's (HIWU) “pending” and “resolved” cases portals.Among this week's rulings, trainer Luis Diaz has been banned a combined 18-years and fined a combined $225,000 for possession of prohibited substances.According to HIWU's final written decision, HIWU investigators searched Diaz's barn and vehicle at Turf Paradise, Arizona, on January 21. They found the following items in front of the stalls along his shedrow and in a car parked in the track parking lot.A bottle of injectable “Be Quiet,” a bottle of injectable “Complenay Amino Max,” a bottle of injectable “Iron 100” (Iron Hydrogenated Dextran), a bottle of injectable “Cardio Bee 15,” a bottle of injectable “Buta-fenil Compuesto,” a bottle of an unnamed injectable liquid substance from Custom Compounding Pharmacy, and a bottle of injectable “Bovine Pituitary Extract.”“Diaz repeatedly told HIWU Investigators that a set of car keys found hanging on the wall in his barn did not belong to him and that he had been dropped off at the track that day,” according to the final decision. “A Nissan Murano in the Turf Paradise parking lot responded to the key fob found in Mr. Diaz's barn, and HIWU Investigators later determined that the car was registered to Mr. Diaz.”HIWU sent the Cardio Bee 15 to its Kentucky laboratory for testing. The lab found it contained the banned substances Diisopropylamine and Trenbolone.After HIWU personally served an equine anti-doping charge notice to Diaz on March 3, the agency reached out to Diaz on multiple occasions seeking a response as to how to proceed with the case. Diaz, the final decision states, failed to respond to these efforts. Because of this, Diaz was deemed to have waived his right to a hearing and to have admitted the charges against him.Also this week, trainer Erin Thompson has been banned for two years, beginning on July 10, and fined $25,000 after her trainee Motion to Adjourn tested positive for Clenbuterol, a banned substance except in specific circumstances, after finishing fifth at Belterra Park on June 5 last year.The case was heard before an arbitrator, Hugh Fraser. In arguing her case, Thompson made several contentions.They include how she's a longtime trainer with a spotless record; that the horse was stabled at a Belterra receiving barn that was dirty and contaminated from prior occupants (opening the door to possible environmental contamination); that the extraordinarily high Clenbuterol levels were suggestive of near-race administration, meaning that “any experienced trainer would know that such near-race administration would guarantee detection”; and that the horse had possibly been given the drug by somebody else, according to the arbitrator's final decision.Fraser ultimately determined that while Thompson was open and cooperative during the investigation, she had failed to provide sufficient proof to support her various contentions.“'Denial is the coin of the realm, available to the innocent and the guilty alike,'” wrote Fraser, quoting the arbitrator in a separate HIWU case involving a medication violation. “'According it too much weight would weaken the fight against doping in equine and human sport alike, and disserve the very Rules that must be enforced.'” Resolved ADMC Violations Dates: 07/14/2026Licensee: Horacio De Paz, trainerPenalty: Disqualification of Covered Horse's Race results, including forfeiture of all purses and other compensation, prizes, trophies, points, and rankings and repayment or surrender (as applicable); a fine of $500; imposition of 1.5 Penalty Points.
