Govt. constitutes single window committee for speedy clearances for affordable housing projects - The HinduPublished - July 19, 2026 06:20 pm IST - HYDERABADThe Telangana government has granted a 100% exemption from planning and building permission-related charges for the Economically Weaker Sections (EWS) and Low-Income Group (LIG) component of the Affordable Urban Housing Programme (Indiramma Urban Housing) being implemented by the Telangana Housing Board (TGHB).The exemptions cover building permit fees, scrutiny and processing fees, development and betterment charges, layout approval and subdivision charges, land-use conversion charges, occupancy certificate fees, city-level infrastructure impact fees, fire service NOC-related fees, rainwater harvesting charges, road charges under Comprehensive Road Maintenance Programme and all other planning and building permission-related fees ordinarily levied by urban local bodies, metropolitan and other planning authorities.The government has simultaneously constituted the TGHB Affordable Urban Housing Single Window Committee to provide time-bound approvals for projects under the programme. Headed by the Special Chief Secretary/Principal Secretary of the Municipal Administration and Urban Development department, the committee includes representatives from the Housing department, Telangana Housing Board, Greater Hyderabad Municipal Corporation, Cyberabad Municipal Corporation, Malkajgiri Municipal Corporation, Hyderabad Metropolitan Development Authority, Directorate of Town and Country Planning, Fire Services, water supply and sewerage utilities, power distribution companies, Telangana Pollution Control Board, TG RERA and other departments. District Collectors and local planning authorities will participate depending on the location of the project.According to the government order, the committee will accept a common application through the BuildNow platform, issue building and layout permissions and no-objection certificates in a time-bound manner, communicate deficiencies through a single consolidated notice, grant deemed approvals wherever legally permissible, determine applicable and waived charges and coordinate with line departments to provide external infrastructure, including water supply, sewerage, roads, power and fire-safety connectivity up to the project boundary.The order also extends to the Affordable Urban Housing Programme the special regulations and procedural relaxations that were earlier introduced for the State’s Double Bedroom Housing Scheme, subject to statutory safety and environmental requirements.The exemptions will apply only to the EWS/LIG component of the programme implemented by the Telangana Housing Board. However, structural and fire safety, environmental and aviation clearances and other statutory safety requirements will continue to be mandatory wherever applicable. Statutory taxes, duties, cess and utility service charges will remain payable.
