Chatham172/ShutterstockIn January 2025, a traffic-calming gate was installed by the local council in the Portswood area of Southampton on the south coast of England. But when this bus gate (a section of road where only buses and other authorised vehicles are allowed to pass) was removed following months of consultations, the debate quickly became polarised.Supporters of the bus gate pointed to better bus journeys, fewer vehicles on the high street and a safer environment for walking and cycling. Critics of the traffic-calming scheme highlighted increased congestion on neighbouring roads and disruption to daily life, including reduced access to local shops and schools, and longer, slower car journeys.Many of the scheme’s intended benefits appeared quickly. Yet opposition grew faster than support. The lesson from Portswood is not that measures like bus gates cannot work. It’s that people often experience their costs and benefits differently to what is expected.Southampton is not an anomaly. Similar debates have played out in Oxford, London, Preston, Aberdeen and many other towns and cities trying to reduce traffic while improving public transport and the local environment. However, these schemes have become so politically charged that the reversals of them are being used to win electoral votes.The short-lived Portswood bus gate restricted access along a busy Southampton high street to buses, taxis, bicycles and e-scooters during commuting hours. The scheme successfully cut traffic on the high street by between 60% and 75%. Monitoring showed bus punctuality improvements across most routes by up to 26%. Cycling increased by as much as 27%, while walking increased by up to 13%.Whether schemes like this succeed depends not only on the benefits they deliver, but also on how any consequences are experienced, distributed and managed.The biggest challenge facing the Portswood bus gate was not traffic on the high street itself, but traffic on surrounding residential roads. A common criticism of traffic-calming schemes is that they do not remove traffic but move it elsewhere. This pattern, known as “rat-running”, became one of the defining features in Portswood. One nearby road saw morning traffic rise by 815%. Streets that experienced higher traffic during the restricted periods also saw increased traffic outside those hours. This suggests that changes in driving habits continued beyond the times when the bus gate was in force. Several factors are likely to have contributed, including Satnav systems directing motorists through side streets, drivers viewing residential routes as quicker, and continued demand for local journeys such as school runs and supermarket trips. Although the risk of rat-running was recognised during the planning process, its scale appears to have been underestimated. During consultation, planners proposed closing a side street to prevent through traffic. Local residents opted for a traffic-calming feature that extended the kerb into the road to slow vehicles while keeping the street open to traffic (known as a build-out). The choice of mitigation measures to prevent rat-running highlights the trade-offs that often emerge between planning objectives and community preferences. Solutions that planners view as most effective can be unpopular with residents, while more acceptable compromises may not achieve the intended transport outcomes. For Portswood, the most visible consequence of the scheme for some residents was not a quieter high street, but busier roads outside their front doors.Benefits matter, but so does who receives them. In Portswood, bus users enjoyed more reliable journeys and the high street became more pleasant for walkers and cyclists. But some residents, particularly those who rely on their cars, faced longer and less convenient journeys. Our research is exploring how the consequences of low-carbon transport interventions are distributed across communities, and whether some groups gain more than others. Research shows people often feel losses more strongly than gains, so even when a scheme delivers benefits overall, it can still feel unfair to those experiencing the disruption.Timing mattersTraffic changes are immediate, while economic benefits take longer to appear. Concerns from local businesses emerged quickly. Launching the scheme in January left little opportunity to demonstrate the advantages of a quieter, more pedestrian-friendly high street. Similar debates have played out in Oxford, where some business owners argued that proposed traffic restrictions would harm trade. One shop owner, whose business closed after 70 years, cited the city’s transport schemes as one of several factors contributing to the closure. But the wider evidence is mixed. Some studies suggest footfall and local trading can improve over time as people adapt to new travel patterns. In Portswood, however, the debate became dominated by short-term disruption rather than longer-term potential.As debate increasingly focused on signage, enforcement and fines, attention shifted away from the scheme’s wider aims. Perceptions of fairness can be just as important as the transport outcomes themselves. In South London, a low-traffic neighbourhood was successfully challenged in the High Court and subsequently removed, amid criticism that the scheme had become more focused on enforcement than traffic reduction. Social media can amplify these concerns, allowing individual negative experiences to shape the wider public conversation. In the absence of visible short-term benefits, frustration can quickly dominate the debate.Shaping community solutionsPortswood has a diverse population so residents’ travel needs and priorities differ. The closer a scheme reflects how people actually live and travel, the more likely it is to gain lasting public support.Consultation can help, but it does not guarantee support. The Portswood scheme was preceded by workshops, surveys and discussions with residents, yet opposition grew once people began using the scheme. What looks sensible on paper can feel different in reality.The Portswood bus gate should not simply be seen as a story of success or failure. People’s everyday experiences matter. When residents face immediate inconvenience, while promised benefits remain distant or uncertain, support can disappear quickly.Transport schemes rarely progress as planned.
