Karnataka Assembly adopts BDA Bill to reduce regularisation charges for 1.11 lakh houses - The HinduPublished - August 20, 2026 10:00 pm IST - BENGALURUThe Bill also proposes to increase the Commissioner’s powers to sanction funds up to ₹5 crore to facilitate urgent works, such as the repair and maintenance of BDA flats, villas and layouts. | Photo Credit: File photoThe Legislative Assembly on Thursday adopted three Bills, including the BDA (Amendment) Bill, 2026, which seeks to reduce charges by 50% for the regularisation of unauthorised houses in BDA layouts by providing property documents to their owners.Piloting the Bill, Greater Bengaluru Area Development Minister Krishna Byre Gowda explained that, over the years, several unauthorised private layouts had remained in areas acquired by the BDA for developing layouts. However, some houses in such unauthorised layouts had remained intact within BDA layouts.“We are unable to evict them or provide them with documents, as the land belongs to the BDA,” he said, pointing out that the owners of such houses were in a state of uncertainty as they did not have documents or khata.There were 1,11,560 such unauthorised houses in BDA layouts, the Minister said. He recalled that the government had earlier amended the legislation to provide relief to the owners by issuing documents after collecting certain charges based on the guidance value and the extent of their properties.“However, we have brought in this Bill to reduce those charges by 50% to provide relief to such persons,” he said.The revised charges are: 5% of the guidance value for sites measuring up to 20 x 30 feet; 12.5% of the guidance value for sites measuring above 20 x 30 feet and up to 30 x 40 feet; 25% of the guidance value for sites measuring above 30 x 40 feet and up to 40 x 60 feet; and 25% of the guidance value, along with a penalty as may be prescribed, for properties measuring above 40 x 60 feet and up to 50 x 80 feet.The Bill also proposes to increase the Commissioner’s powers to sanction funds up to ₹5 crore to facilitate urgent works, such as the repair and maintenance of BDA flats, villas and layouts.The Assembly also adopted the Karnataka Town and Country Planning (Amendment) Bill, 2026, which provides for the levy of penalties for the non-completion of works related to the development of layouts approved from 2005 onwards and before the commencement of the Karnataka Town and Country Planning (Amendment) Act, 2015.
