DCI seeks 14-day detention of lawyer Angela Mulwa over Dr Mutiso murder

NAIROBI, Kenya, Aug 21 – The Directorate of Criminal Investigations (DCI) has asked the court to allow it to detain lawyer Angela Mulwa for 14 days as detectives pursue investigations into the murder of Dr Victoria Nthunya Mutiso.In court papers, the DCI says Dr Mutiso was shot dead on July 29, 2026, while seated inside a motor vehicle, registration number KDJ 609D, in Upper Hill, Nairobi.The incident was reported at Kibra Police Station under OB Number 35/29/07/2026. DCI Kilimani initially handled the case before the Homicide Investigations Bureau at DCI Headquarters took over.Detectives say two spent cartridges and two bullet fragments were recovered at the scene and submitted for forensic analysis. A Mini Jericho pistol, serial number 47302127, was also recovered and subjected to ballistic examination.According to the DCI, preliminary ballistic analysis established a link between the recovered cartridge cases and bullet head and the firearm. The pistol is alleged to have been issued to senior police officer Kenneth Sang, who investigators say is currently at large.The investigators have also obtained CCTV footage and call data records as part of efforts to establish the circumstances surrounding the killing. Several vehicles and a motorcycle have reportedly been impounded for forensic examination.Mulwa was arrested on August 20, 2026, and is currently being held at Industrial Area Police Station.The DCI says the murder may be connected to a longstanding land dispute involving L.R. No. 1504/13, a parcel that is the subject of ongoing proceedings before a Machakos court.Investigators say Dr Mutiso had previously raised concerns over her safety and reported an attempted attack in which she allegedly believed she was being followed.The court papers state that on July 7, 2026, Dr Mutiso reported that two armed men riding a motorcycle confronted her near Junction Mall along Ngong Road and allegedly pointed a firearm at her.The DCI suspects Mulwa may have been involved in planning the alleged attempted attack.Detectives further allege that Mulwa had a significant role in events surrounding the murder and was present during an eviction and demolition exercise involving property associated with L.R. No. 1504/13.The investigators also claim that Mulwa was present on April 24, 2026, when KSh300,000 was allegedly paid as a down payment for the planned killing of Dr Mutiso. The DCI says the alleged attempt did not succeed at the time.The investigators further allege that Mulwa maintained frequent communication with Sang, whose firearm is suspected of having been used in the killing.The DCI says investigations have identified several other suspects, some of whom are still at large while others are in custody.The application refers to separate cases involving Rose Mbithe Mulwa, also known as Rose Mbithe Ndetei, and Chris Mulwa, alongside police officers Elijah Kibelion Kimoi, Daniel Mwangi Njoroge and Kelvin Ngugi Kinuthia.Detectives argue that releasing Mulwa before completing the investigation could jeopardise the case. They fear she could interfere with witnesses, communicate with suspects who remain at large or facilitate the destruction or concealment of documentary and electronic evidence.The DCI has also cited security concerns, saying continued detention is necessary for Mulwa’s protection given the high-profile nature of the murder and the fact that her identity has become known to members of the public and the deceased’s family.The investigators are consequently asking the court to grant them 14 days to keep Mulwa in custody while they complete outstanding inquiries, including forensic analysis, examination of electronic evidence and efforts to trace other suspects.
