Narendra Modi’s leadership, with special emphasis on ensuring quality healthcare reaches the last person in society.Highlighting the achievements of the state, the Chief Minister said the Ayushman Bharat Scheme has benefited nearly 32 lakh people in Haryana.17 medical colleges have been established in the state over the past 12 years, while work on additional institutions is underway. Establishing a medical college in every district remains a priority of the state government. He said that before 2014, Haryana produced around 700 doctors annually, whereas today the state is producing more than 2,500 doctors every year, with the number continuing to rise. He assured the IMA that the state government would positively consider the association’s demands.Union Minister, Health and Family Welfare, Jagat Prakash Nadda urged doctors to share their achievements and success stories with the public, saying the medical profession serves society round the clock with dedication and compassion.Highlighting major healthcare reforms under Prime Minister, Narendra Modi, he said nearly 185,000 Ayushman Arogya Mandirs have been established across the country to provide primary healthcare services. He added that 11 vaccines are now administered nationwide, from birth to age 16, with coverage reaching approximately 98 percent.Nadda said the percentage of women delivering in government hospitals has increased significantly. During the COVID-19 pandemic, India not only developed its own vaccines but also supplied them to several countries, while ensuring vaccination, including booster doses, for lakhs of Indians. He also said that while some countries continue to struggle with polio, India has successfully remained polio-free.The Union Minister said that since 2017, nearly 42 crore people have undergone health screening under various government initiatives. These screenings include dental, mental health, diabetes, oral cancer, breast cancer and other health checks. These health checkups are conducted for people over 30 years of age through ASHA workers.He said that under the leadership of Prime Minister, Narendra Modi, medical facilities have been further strengthened over the past nine months through various programmes and activities under the Ayushman Bharat scheme. Emphasising the need for higher standards in medical practice, he called for greater focus on telemedicine as well as Ayurvedic healthcare to improve access to quality treatment.Praising the Haryana government, Nadda said the state has made significant progress in healthcare under Chief Minister, Nayab Singh Saini’s leadership. As part of the ongoing exercise, Enumeration Forms have been distributed to 19,918,634 voters, covering 96.43% of the state’s electorate. Of these, 12,208,806 forms (59.11%) have already been collected by Booth Level Officers (BLOs) and successfully uploaded.In accordance with the directions of the Election Commission of India (ECI), every voter has been provided with two copies of the Enumeration Form. Voters are required to fill in the necessary details, sign one copy, and submit it to their respective BLO. The second copy, duly acknowledged with the BLO’s signature, should be retained by the voter as proof of submission.Only those voters whose signed Enumeration Forms are received by the BLO will be included in the draft electoral roll, scheduled for publication on July 21. Voters who fail to submit their forms within the stipulated timeline will not be included in the draft electoral roll.The Chief Electoral Officer (CEO) Haryana, A. Sreenivas has appealed to all eligible voters to complete the form carefully, provide accurate information, and submit it well before the deadline. Voters should also ensure they collect the signed acknowledgement receipt from the BLO after submission.Alternatively, voters may complete and submit their Enumeration Form online through the Voters’ Service Portal at voters.eci.gov.in. His father, Sir Ashutosh Mookerjee, was one of Bengal’s most distinguished educationists. At the age of just 33, Dr. Mookerjee became the youngest Vice-Chancellor of the University of Calcutta. Nayab Singh SainiThe Chief Minister said Dr. Syama Prasad Mookerjee’s political career was driven not by the pursuit of power but by his commitment to service and principles. When questions concerning national interest and fundamental principles arose, he resigned from the Union Cabinet on April 19, 1950. Subsequently, he met the then RSS Sarsanghchalak Sh. Guru Golwalkar and, together with Pandit Deendayal Upadhyaya, founded the Bharatiya Jana Sangh, which later became the ideological foundation of today’s Bharatiya Janata Party.Highlighting Ambala’s historic association with Dr. Syama Prasad Mookerjee, the Chief Minister said that on May 8, 1953, while travelling to Jammu and Kashmir, Dr. Mookerjee stopped at Ambala railway station and sent a message to the then Prime Minister of Jammu and Kashmir, Sheikh Abdullah, informing him that he was proceeding to Jammu without a permit to assess the prevailing situation and help restore peace.He further said that at the Ravi river bridge, Dr. Mookerjee was served with government orders preventing his entry into Jammu and Kashmir. However, he firmly declared that he was determined to enter the state. He subsequently entered Jammu and Kashmir without a permit, was arrested, and placed under detention near Srinagar, where he later passed away during detention.The Chief Minister described this as the supreme sacrifice made for the unity and integrity of India.He recalled that Dr. Syama Prasad Mookerjee had given the historic call, “One nation cannot have two flags, two constitutions and two prime ministers.” He said it is a matter of pride that under the leadership of Prime Minister, Narendra Modi, this long-standing resolve has been fulfilled. The move is expected to institutionalise long-term research in priority sectors and strengthen evidence-based decision-making within the Government.Additional Chief Secretary, Higher Education, A.K. Singh informed that the proposed association of SJHIFM with Kurukshetra University would enable the Institute to offer Ph.D. programmes on the lines of established research institutions in the country, in accordance with the Acts and Statutes of Kurukshetra University and norms prescribed by the UGC. He said that SJHIFM is already engaged in outcome-based research, public policy studies, fiscal management, digital governance and capacity-building initiatives, and this association would significantly enhance its academic and research capabilities.The meeting also examined a proposal to revise the eligibility criteria for the sanctioned posts of Team Lead and State Programme Officer at SJHIFM. Rathore; and other senior officers from the Department of Higher Education and SJHIFM were present in the meeting.Haryana Sets National Benchmark in Cyber Policing; Refund rate through Money Restoration Module (MRM) Eight Times National AverageChief Secretary Anurag Rastogi reviews PRAGATI action plan; over 14,000 unlawful online contents removed in 6 months, 3,947 cyber criminals arrestedHaryana has emerged as one of the country’s leading states in combating cybercrime, recording a 31 per cent cyber fraud fund restoration rate through Money Restoration Module (MRM)—more than eight times the national average of 3.85 per cent—while taking down over 14,000 unlawful online contents in the first six months of 2026, 3,947 cyber criminals arrested. During last one and a half year 927 cybercriminals arrested from cyber hotspot NUH alone. January 2025 to June 2026, 9,100 police personnel have been trained in cyber investigation. These achievements were highlighted before Haryana Chief Secretary Anurag Rastogi during a high-level PRAGATI review meeting on Monday, where he directed officials to further strengthen technology-driven policing, artificial intelligence-based cyber surveillance and institutional capacity to stay ahead of evolving digital threats.The Chief Secretary was informed that Haryana has significantly outperformed the national average under the Money Restoration Module (MRM) developed by the Indian Cyber Crime Coordination Centre (I4C). While the national restoration rate stands at 3.85 per cent, with 6,906 restoration orders issued in 1,79,203 cases, Haryana has achieved a 31 per cent restoration rate, securing 2,241 restoration orders out of 7,316 cases. Officials attributed the achievement to dedicated monitoring teams at the State Cyber Crime Coordination Centre (S4C), regular follow-up with victims and prompt processing of indemnity bonds for speedy release of frozen funds.SP (Cyber) Mayank Gupta informed that the State Cyber Crime Coordination Centre (S4C), established in 2023 at Panchkula, has considerably expanded its capabilities during 2026. Apart from its existing specialised units dealing with cyber fraud complaints, bank follow-up, mule accounts, investigation monitoring, mobile and URL blocking, the centre has added an AI Integration Cell, Social Media Monitoring Unit, OCWC Unit, Creative Awareness Unit and Secret Cell. Proposals are also under preparation for setting up dedicated Training, Policy, Research & Development, Dark Web Investigation and Virtual Digital Asset divisions to further strengthen cyber policing in the state.He said Haryana operationalised the e-Zero FIR facility on June 25, 2026, under which all cyber fraud complaints involving amounts exceeding ₹1 lakh, received through the national 1930 Cyber Helpline, are automatically converted into electronic Zero FIRs and transmitted to the jurisdictional Cyber Police Stations for immediate registration and investigation, ensuring faster legal action in high-value cyber fraud cases.Through the Sahyog Portal, Haryana removed 14,139 unlawful online contents between January and June 2026, compared with 5,169 takedowns during the entire year of 2025. The removed content included phishing websites, fake advertisements, fraudulent social media posts, phishing Google advertisements and non-consensual intimate imagery.The meeting also reviewed enforcement against organised cybercrime in Nuh, Haryana’s identified cybercrime hotspot. Between January 2025 and June 2026, Haryana Police registered 473 suo motu FIRs, arrested 927 cybercriminals, seized 751 mobile phones and 1,442 SIM cards. In addition, intelligence-led preventive operations resulted in the blocking of 43,354 mobile numbers and 5,007 linked IMEIs using tower dump analysis, IMEI linkage and the Pratibimb Portal, significantly disrupting organised cyber fraud networks operating from the region.The Chief Secretary also reviewed the functioning of the Grievance Redressal Module (GRM), which deals with complaints relating to frozen bank accounts during cybercrime investigations. Officials informed that 410 out of 533 grievances have already been disposed of, with dedicated monitoring teams ensuring that all cases are addressed within the stipulated 15-day timeline, providing timely relief to genuine account holders.The review highlighted Haryana’s sustained investment in strengthening cyber investigation capabilities. At present, 675 police personnel are engaged in cybercrime investigation across the state. A total of 3,742 officers have completed online training through the CyTrain Portal, while 5,390 personnel have undergone specialised offline training at the Haryana Police Academy, Madhuban, between January 2025 and May 2026. Two police officials of Haryana Police are trained as Cyber Commando through Cyber Commando Training. 12 more officials are qualified for the next phase of Cyber Commando Training.On inter-state coordination, officials informed the Chief Secretary that Haryana continues to rank among the country’s leading states through the Samanvaya Portal, having responded to 8,625 of the 8,872 requests received from other states—an efficiency of more than 97 per cent.The meeting also reviewed Haryana Police’s extensive public awareness campaign against cyber fraud. Between January and June 2026, the department organised 1,322 awareness programmes across schools, colleges, bus stands, markets and other public places, reaching nearly 3.14 lakh citizens. She directed officials to intensify community outreach to ensure that no pregnant woman is deprived of essential antenatal care or institutional delivery services.The Health Minister said that, as part of a major initiative to strengthen maternal healthcare and further reduce the state’s maternal mortality rate, the National Health Mission (NHM), Haryana has decided to observe the ‘Zero Preventable Maternal Death Fortnight’ across all districts of the state from July 7 to July 22.She said that this campaign aims to ensure that every pregnant woman receives timely, quality and comprehensive maternal healthcare services so that no maternal death occurs that could have been prevented. The initiative reflects the state government’s commitment to safeguarding the lives of mothers and achieving the highest standards of maternal healthcare, said Arti Singh Rao.She said the Health Department remains steadfast in its commitment to providing accessible, equitable and high-quality maternal healthcare services. Dhillon said detailed review meetings had been held with all Civil Surgeons to ensure its effective implementation. During these meetings, Civil Surgeons were directed to take stringent and proactive measures to identify high-risk pregnancies, strengthen antenatal care services, ensure timely referrals, maintain round-the-clock preparedness at First Referral Units (FRUs), and closely monitor every pregnant woman requiring special attention.Dr R.S. Dhillon further said that District health officers have also been directed to maintain strict surveillance and respond promptly to any obstetric emergency.He said special emphasis has been placed on the identification and follow-up of high-risk pregnancies, timely referral and transportation, availability of blood and blood components, emergency obstetric care, specialist services, and the uninterrupted functioning of labour rooms and maternity facilities.Dr R.S. Dhillon further shared that Health teams have also been directed to intensify community outreach through ASHAs, ANMs, staff nurses and medical officers to ensure that no pregnant woman misses essential antenatal care or institutional delivery services.NHM Director, Dr Virender Yadav said that, recognising maternal health as a shared responsibility, the Health Department has sought active cooperation and participation from the Indian Medical Association (IMA), Haryana, and the Haryana chapter of the Federation of Obstetric and Gynaecological Societies of India (FOGSI). Both organisations have been requested to actively participate in the campaign and extend all possible support towards achieving the goal of zero preventable maternal deaths.Dr Virender Yadav further said that all private doctors associated with the IMA and FOGSI will provide two free postnatal check-ups to women who deliver at their hospitals within seven days of childbirth.
