Delhi’s early pollution-control measures ahead of winter, including higher parking charges, staggered office timings, 50% work-from-home and restrictions on construction, signal a shift towards prevention. However, tackling Delhi-NCR’s toxic winter air will require stronger enforcement, particularly around Diwali, and a wider airshed-based strategy covering vehicles, construction, dust, industry and biomass burning across the region.
