I don't want to pretend to know exactly what is/isn't necessary in terms of procedures. If something isn't really necessary, then I defer there. That's why I mention things like if a kid can go to school or an adult can go to work. I mean things that are basic quality-of-life things or where they'll get worse/dangerous if untreated. Zooming out, I don't think the resources are so finite. Economically things are finite, but that's tied to a wildly exploitative and unbalanced system, imo. Take some needed procedure: It has some cost determined by the market. If that cost is something that half the people needing it need to borrow money just to afford, and then like 1% of the people have enough money to buy the service for everyone in the whole state and not even be measurably poorer for it...Something is off somewhere.
