More importantly, county review notes refer to a “Ride Maintenance Bay” inside the proposed three-story building.That does not constitute Universal Orlando announcing a new attraction. It does, however, provide the strongest documentary evidence yet that the company’s plans for this land involve another ride—not the show, theater, or smaller experience that the limited public information previously left open as possibilities.For guests, the immediate Epic Universe experience remains unchanged. For the park’s future, the paperwork is beginning to reveal what Dark Universe was designed to become.Credit: UniversalThe Permit Moves Project 680 Beyond a Vague ExpansionProject 680 first surfaced in March through paperwork describing mass grading, utility connections, and rerouting for the “early work purposes of a future attraction.” After that filing disappeared from the public database, the project resurfaced in subsequent permit activity.The location initially remained uncertain. County comments later connected the project to Building 1570, placing it within the numbering system used for Dark Universe structures. Building 1560 corresponds to Curse of the Werewolf, while Building 1570 does not currently exist inside the park.The proposed structure is listed as three stories and 93,308 total square feet, including approximately 71,500 square feet of usable tenant space. An earlier Inside the Magic examination of the filing established the scale of the development but could not identify precisely what would occupy it.The newly documented maintenance bay changes that calculation.A maintenance facility labeled specifically for a ride strongly indicates that Project 680’s submitted plans support a ride system. It does not disclose what kind of system Universal is considering, and plans at this stage can still be revised. Nevertheless, it makes a conventional theater or standalone show substantially less consistent with the available paperwork.One associated site-work permit has now been issued with a listed expiration in January 2027. That creates a window in which preparatory activity could begin, but it is not a construction schedule or a promise that visible work must start before the end of 2026.Credit: UniversalDark Universe Was Built With Somewhere to GoThe project’s location matters nearly as much as the maintenance-bay reference.Approximately three acres behind Dark Universe have long been reserved for future development. Earlier plans labeled the plot “Expansion Phase 2,” with a possible guest-access point between The Burning Blade Tavern and Monsters Unchained: The Frankenstein Experiment.Dark Universe currently has two rides: the elaborate indoor Monsters Unchained attraction and the outdoor Curse of the Werewolf spinning coaster. A third ride would give the land greater capacity and, depending on the ride system, potentially broaden its appeal beyond the intense experience anchoring Frankenstein Manor.It would also complete a space guests can already recognize as intentionally unfinished. Unlike an expansion that requires removing an existing attraction, Project 680 appears positioned to use land set aside for growth from the beginning.None of this should affect a current vacation decision. More recent speculation has introduced the Bride of Frankenstein, raising the possibility that Universal could combine multiple monsters instead of giving the Gill-man a completely standalone attraction.Universal merchandise has added fuel without providing proof. One Dark Universe “Horror Comics” design depicts the Creature stalking the Bride and carries the number three in its corner. Some observers have interpreted that number as a playful reference to the land’s third ride.That is an imaginative reading of a merchandise graphic—not confirmation of an attraction concept.As Inside the Magic previously reported while examining the Creature theory, Universal has not connected the classic monster to Project 680. The permit does not name the Creature, the Bride, a boat ride, or any intellectual property.The careful conclusion is narrower and more consequential: the public plans now appear to contain infrastructure for a ride. Separate permits tied to Project 987 describe a proposed two-story, 95,748-square-foot building associated with The Wizarding World of Harry Potter – Ministry of Magic.Universal project director Anisha Vyas also referenced “more magic” coming from Epic Universe, particularly from the Wizarding World, during the park’s first-anniversary coverage. Inside the Magic examined those comments and the future of Harry Potter at Epic Universe, but Universal still has not announced a specific Potter attraction.Together, the two projects suggest Epic Universe’s next phase is progressing through design and permitting. They do not prove that construction will begin simultaneously—or that either attraction will open on a particular timetable.For now, the most meaningful change is hidden in four words: “Ride Maintenance Bay on the first floor.” It is not the reveal monster fans want.
