Muwada Nkunyingi, the COSASE ChairpersonBy Prisca WanyenyaThe Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) has issued a stern warning to some of the Government agencies that were previously shielded from scrutiny under the administration of the 11th Parliament, urging them to honour the invites of the new leadership or risk being dragged to the Committee using all forces of the law.The warning was issued by Muwada Nkunyingi (Kyadondo East) in his inaugural remarks as Chairperson COSASE during a meeting held with Uganda Human Rights Commission (UHRC) on 22nd July 2026.He noted, “Previously, I think in the last Parliament, there are some entities, there are some statutory commissions, some authorities and some state enterprises, which had been erroneously transferred to nowhere, they neither accounting to Public Accounts Committee, Central, Local Government nor Government Assurance. So, they were nowhere, and indeed, some of these entities may think they still have that cloud or cover.”It should be recalled that in the 11th Parliament, following fierce grilling in COSASE under the Leadership of Joel Ssenyonyi (Nakawa West), Microfinance Support Centre was transferred to the Public Accounts Committee after the leaders of the agencies raised concerns about the manner in which the Committee was conducting its business. Under the same reign, former Speaker Anita Among blocked inquiry into the management of Uganda Airlines Corporation and went further to halt the presentation and debate on COSASE’s report on the Corporation.Muwada informed the Committee that the leadership of the 12th Parliament led by Speaker of Parliament Jacob Oulanyah made a pronouncement such agencies revert back to COSASE.“The new Administration of Parliament, the Speaker, has since announced that we must do things right. So, all entities, if once invited and you know you are a statutory authority, a state enterprise or a commission, you have a duty to come and respond to all concerns as raised by the committee. Any accounting officer or entity which chooses to refuse, neglect or disrespect any invitation by COSACE, we shall drag it using the force of law to this committee,” Muwadda added.In the same meeting, Muwada also informed MPs on COSASE that although the Committee had scheduled to start its business by scrutinising accountability reports of the Parliamentary Commission, with the visit to the new parliamentary chambers featuring top of the agenda, the visit had been halted because the contractor was out of the country and a new date would be communicated, when the Committee would visit the premises.Muwada read the 15th July 2026 letter from Clerk to Parliament, Adolf Mwesige noting, “This is to inform you that the contractor is out of the country and therefore unable to organise the said oversight visit to the new Parliamentary Chamber under construction. I wish to further inform you that the Speaker and members of the Parliamentary Commission are planning to tour the project site and assess the progress in the near future.
