By Mulengera ReportersTrue to his word, the new Speaker of Parliament, the very incorruptible Jacob Oboth-Oboth has stuck to his word to be one hell of presiding officer who won’t allow being compromised by rogue-minded MDA heads and accounting officers at government ministries, departments and agencies. Oboth-Oboth’s stand was corroborated on Monday by COSASE Chairman Nkunyingi Muwadda of NUP party who quoted what the Speaker told them recently as he presided over the induction for accountability committee chairpersons and members. Nkunyingi quoted Oboth-Oboth as revealing to them how several MDA heads had approached him offering heaven on earth while imploring him to emulate his predecessor by directing heads of feared Committees like COSASE to let them be. The Kyadondo East MP said he would enumerate the names of the MDA heads, as disclosed to them by the Speaker, at the right time.Nkunyingi said that during Anita Among’s days, there are entities like Microfinance Support Center which could never appear before COSASE because the former Speaker had controversially written to the committee leadership directing them not to dare summon MSC officials. The reasons for such interference remain unknown and equally unknown is how such curious obstruction would benefit the former Speaker.Nkunyingi said that he was grateful that Oboth-Oboth had set for them a very high standard by resisting being compromised by MDAs of the same entities. He said besides MSC, there are several other MDA heads who reached out but Oboth-Oboth said no. Nkunyingi said that under his leadership, COSASE would inquire into every entity as is permitted under the law. He made it clear that even if a day were to come for Oboth-Oboth to cave in and try to gag them like Anita Among did, he was more than ready for war with him. Nkunyingi assured Ugandans that the COSASE he leads would take no prisoners while pursuing accountability for and on behalf of the people of Uganda. He said the Anita Among letter gagging COSASE had motivated some of the MDA heads to despise Parliament to the extent of choosing which committee to appear before and which ones to boycott. Nkunyingi, who intends to inquire into even the Parliamentary Commission itself which Anita Among had weaponized to serve her selfish agenda, made it clear that the Anita Among-era restrictions won’t in anyway be applicable to the COSASE he chairs. He advised MDA accounting officers to just humble themselves and respond to summons whenever invited to appear before COSASE or else matters will escalate to their own detriment. Nkunyingi, who was chairing his very first session under the 12th Parliament, went ahead to walk the talk by being very tough on the top management bosses who appeared before his COSASE on Monday: namely Uganda Investment Authority whose bosses sweated to answer for land grabbing and mismanagement in the Industrial Parks among other audit queries. Nkunyingi Muwadda (Kyadondo East), whose approach to oversight inquiries is something many accounting officers are already becoming sleepless about, was equally in a very belligerent uncompromising mood when he interfaced with officials from Insurance Regulatory Authority later in the same Monday afternoon. He is determined to move mountains by walking into spaces where angels don’t dare.
