Uganda’s Chief of Defence Forces (CDF), Gen Muhoozi Kainerugaba, has announced that the Patriotic League of Uganda (PLU) will vet and approve all newly appointed Resident District Commissioners (RDCs), signalling the organisation’s intention to play a role in the selection of the government officials.Muhoozi, who chairs the PLU, said the organisation would support President Yoweri Museveni in identifying suitable candidates for the district leadership positions, emphasising the need for individuals committed to integrity and public service.“PLU will approve all new RDCs in the country. We need serious cadres who are incorruptible,” Muhoozi said in a post on his official X account on Saturday evening. He added that the organisation would help Museveni handle the matter, although he did not provide details on how the proposed approval process would work or whether it would form part of the formal government appointment procedure.RDCs represent the President and central government at district level. Their responsibilities include monitoring government programmes, coordinating public service delivery, overseeing security matters and chairing district security committees. However, the announcement raises questions about the proposed role of PLU in a process that is constitutionally vested in the President.Article 203 of Uganda’s Constitution provides for the appointment of RDCs by the President. The legal framework does not expressly give political organisations such as PLU the authority to approve candidates for these positions. It remains unclear whether Muhoozi’s statement refers to an internal PLU vetting mechanism intended to recommend candidates to the President or a broader arrangement that would give the organisation influence over the appointment process. The announcement comes as PLU continues to expand its organisational structures and mobilisation activities across the country.Launched in February 2024 in Naguru, Kampala, the organisation has positioned itself as a mobilisation platform associated with Muhoozi and supporters of President Museveni.Muhoozi has previously described PLU as a pressure group within the ruling National Resistance Movement (NRM), rather than a separate political party, and has repeatedly highlighted its stated commitment to fighting corruption. The organisation has also been strengthening its grassroots presence through district and regional structures. If implemented, the proposed vetting role could give PLU a more direct channel of influence in identifying individuals considered for district leadership positions. However, the constitutional authority to appoint RDCs remains with the President. The post Muhoozi Says PLU Will Vet and Approve Newly Appointed RDCs appeared first on The Insider.
