Earlier in 2026, the U.S. Department of Agriculture approved Florida’s request to restrict SNAP purchases of soda, energy drinks, candy,y and prepared desserts. Those restrictions apply to SNAP food benefits and are separate from the new TCA rules.That distinction is important because “EBT” is not a single benefit program. Different types of assistance can be loaded onto EBT cards, and the rules governing those benefits are not interchangeable.Could TCA Benefits Ever Have Paid for a Disney Vacation?Despite the attention surrounding the new theme park restriction, Disney guests cannot simply use a Florida EBT card at Walt Disney World to pay for admission or a meal.Credit: DisneyDisney’s current guest guidance confirms that EBT cards are not accepted at Walt Disney World restaurants. PlanDisney, Disney’s guest-advice platform, says visitors can use cash, most major credit and debit cards, and Disney Gift Cards. At the same time, other contactless payment options are also available at applicable locations.That means the new Florida restriction does not create a new barrier at Disney in the conventional sense. TCA recipients were already unable to use their benefits as a direct payment method for Disney.The same basic distinction applies to park admission. Step Up For Students administers the scholarship and publishes purchasing guidelines explaining which educational expenses are eligible for reimbursement.Under the current 2026–27 PEP purchasing guide, eligible scholarship students can receive reimbursement for admission to one Florida theme park during the school year. The two programs are separate.A family cannot use TCA benefits to purchase a Disney ticket simply because an education scholarship program permits a qualifying student to receive reimbursement.
