Government is negotiating with the World Bank to secure funding for the construction of 114 seed secondary schools to serve over 900 sub-counties without secondary schools.Prime Minister Robinah Nabbanja revealed this during the plenary sitting on August 27, 2026, while responding to a question by Okoro County MP, Gabriel Okumu.Okumu noted that learners from Jangokoro Seed Secondary School in Zombo District, which serves Athuma and Akaa sub-counties and Padea Town Council, are struggling to access the school after floods cut them off.“Students from Akaa Sub-county have to cross River Nyagak at a point called Nyagak Pa Kiru and when it floods, they cannot go to school. Government should construct a bridge at this point and build seed schools in the above sub-counties that don’t have seed schools,” Okumu said, asking for an update on findings by engineers from the Ministry of Works and Transport who visited the site.In response, the Prime Minister said it is government policy to establish a public secondary school in every sub-county. She noted that for sub-counties without a public secondary school, government implemented the Uganda Intergovernmental Fiscal Transfers Program (UGIFT) and the Uganda Secondary Schools Expansion Project (USEEP), which established 349 seed schools countrywide – 259 under UGIFT and 90 under USEEP.“As a way forward, government is currently in advanced negotiations with the World Bank on UGIFT 2, the successor to UGIFT 1, which is expected to finance at least 114 additional seed secondary schools across the country. Government will prioritize the outstanding administrative units in Zombo District for consideration under UGIFT 2. In the interim, government will continue to intervene in a phased manner as resources become available,” Nabbanja said.She said Zombo District has benefited from four seed schools under the two projects – Atyak, Kango and Paidha Seed Secondary Schools under UGIFT, and Alangi Secondary School under USEEP.However, four administrative units in Zombo District still remain without a public secondary school: Athuma Sub-county, Akaa Sub-county, Padea Town Council and Zombo Town Council.A similar concern was raised by Ntenjeru South MP, Fred Baseke, who noted that although government policy requires every sub-county to have a government secondary school, Nazigo Town Council and Kangulumira Sub-county in Kayunga District have none.“Government remains committed to the policy of expanding and providing equitable access to secondary education by ensuring that every sub-county progressively has access to a government or government-aided secondary school. Under UGIFT, Kayunga District received two seed schools – Nazigo Seed Secondary School and Mataba Seed Secondary School,” Nabbanja said.The Prime Minister added that Nazigo Town Council and Kangulumira Sub-county will be considered in the next phase of the seed secondary school programme.“Their inclusion will be considered in the next phases, subject to availability of development funding, availability of suitable and surveyed land free from encumbrances, and approval of resources through the national budget process,” she said.The post Govt Seeks World Bank Support to Build 114 Secondary Schools appeared first on Business Focus.
