Not necessarily. It's the tenants who turn properties into slums because it's not their money or their property so they just don't care. Also, Section 8 does not pay market rent, and what they do get often goes back into repairs and maintenance because of the way the tenants treat their properties. And having to evict is a MASSIVE financial drain on the landlords. It's not the cash cow a lot of people who have no clue assume that it is.
