And they would likely be some kind of trapped here... public transportation is quite limited; and while there are tons of e-bike riders and such, we have among the most drunk drivers per capita for cities in the country, and the amount of pedestrians, bike riders, and even just other vehicles hit by drunk and distracted drivers here is the worst I have ever seen. (And I say that as someone who has been driving for more than 20 years, and as someone originally from DC and had 45+ mile commutes around the DMV (a.k.a., DC, MD, and VA) for a third of those years.)
