Has she considered turning some of the lights off every now and then? They sell plugs that you can turn on or off with a remote control for stuff that would be a hassle to unplug/plug in all the time (like the microwave) and while it hasn't saved hundreds of dollars, our power bill actually did go down a little after we got them. We keep a sewing machine in one and the Christmas tree in the other one (at Christmas)
