Hamas said in an official statement that Israel's commitment to halting the killings and ending what it described as the “aggression" is the foundation and the first step toward implementing the agreement and beginning to establish the framework and timetable for what has been agreed upon.The group further said that, in its view, implementation of the second phase of the agreement depends on Israel's commitment to carrying out all the provisions of the first phase.
