Deputy Secretary to Cabinet Dr. Teopista Mary Wenene leads officials during the celebrations to mark URSB’s attainment of ISO 9001 2015 QMS at their head offices in KololoThe Uganda Registration Services Bureau (URSB) has recorded significant progress in revenue mobilisation, digital transformation, legal reforms and service delivery during the Financial Year 2025/26, positioning the institution for an expanded transformation agenda in the new financial year.URSB collected UGX 80.6 billion in Non-Tax Revenue (NTR) during FY2025/26, representing an increase of UGX 8.792 billion (12.2%) compared to the previous financial year. The collections were driven largely by business registration and other registry services, demonstrating the growing contribution of registration services to domestic revenue mobilisation.The Bureau also expanded access to registration services through business registration clinics conducted across the country. The clinics generated more than UGX 4.147 billion in NTR and facilitated the registration of over 7,739 new businesses, bringing government services closer to communities while supporting business formalisation and economic participation.A major milestone during the year was the continued acceleration of digital transformation. URSB is moving towards simplified and automated business processes, with the FY2026/27 target of achieving 90% automation of its registries and reducing the average business registration time to two hours. These reforms are intended to improve accessibility, reduce transaction costs and enhance the overall customer experience.The Bureau also made significant progress in legal and institutional reforms, including the establishment and rollout of the Non-Individual Register (NIR), a centralised repository for non-individual entities operating in Uganda. Extensive stakeholder consultations, requirements gathering, regulatory impact assessments and validation engagements informed the reforms and helped build consensus among key government and private-sector stakeholders.URSB further strengthened institutional excellence by attaining ISO 9001:2015 Quality Management System certification, accompanied by staff awareness and capacity-building initiatives to embed quality management across the organisation.Other notable achievements included stronger uptake of the Security Interest in Movable Property Registry (SIMPO), expanded intellectual property awareness, establishment of four new Technology and Innovation Support Centres, and business rescue and aftercare training that reached more than 1,055 business owners across the country.Priorities for FY2026/27In the new financial year, URSB will focus on strengthening business formalisation, accelerating digital transformation, increasing public awareness and compliance, promoting innovation and intellectual property, and strengthening business resilience.The Bureau will scale up mass business registration through targeted outreach and mobile registration clinics, enhance automation and accessibility across its registries, strengthen post-registration compliance, expand IP awareness and support business rescue and aftercare services.
