Minnesota RN licensure by endorsement denied due to disability - help

I applied for licensure in MN by endorsement in April, including the 30ish hours of continuing education, and was denied based on disabilities. I haven't been able to work as an RN since February 2024 due to multiple chronic illnesses flaring. That was before I was diagnosed or knew how to handle my body. Things are getting better with time and I am hoping to return to nursing in some capacity. There is no way I'm going through school again. I submitted an appeal and I'm hoping they will change their minds after meeting me and hearing more about my daily life, progress and goals. But ... how is it legal to refuse someone a license - when I have met all of their other requirements - based on disability?? I want to research more about the legality of it, but I honestly don't even know where to start. If yall have info about this or about where I could start my researching, I would really appreciate hearing about it! I feel blindsided and slightly regretful that I was honest.. but I shouldn't have to hide the truth to maintain access to my career, just because the work world doesn't fit with my body's abilities.
