Jerusalem Mayor Moshe Lion announced Tuesday at the Israel Conference on Transportation and Parking that a congestion tax is being planned for vehicles entering the city once light rail construction is complete.“We intend to make it harder for drivers to enter the city,” Lion said. “Anyone who insists on coming in by car will be required to pay.”
