Dur in g the first half of 2025, the secu rity and hum anitarian situation in Cabo Delgado further deteriorated , with intensified attacks by non-State armed groups (NS AG s) displacing ov er 48,000 peop le sin ce Jan uary up until ear ly July. Betw een 20 and 28 July 2025, escalating attacks and fear of violence by NSAGs in Cabo Delgado pro vince triggered the displacemen t of approxim ately another 57,000 peop le acr oss Chiur e, Ancuabe, and Muidu mb e distr icts. Many are being hosted by ov erstretched com mu nities, with urgent needs for food, liv elih oods, pro tection, and other basic ser vices. The situation m ark s a continu ation of the vo latile secu rity dy nam ics in nor th ern Mozambiqu e, com poun ding hum anitarian vu ln erabilities and str aining local response cap acities, at a time wh ere resources continu e to reduce. Meanwh ile, returnees continu e to suffer extreme vu ln erability, as destroyed inf rastructure, absen t ser vices, and loss of liv elih oods await those going back. Fu nding shortf alls sev erely constrained hum anitarian operations. By mid-2025, the Fo od Secu rity and Livelih ood s (FSL) Clu ster had received on ly $32.85 millio n - do wn from $58.14 millio n in 2024 du ring the same time per io d - forcing partners to drastically cut activ ities. Livelih ood and agr icultur e sup por t reached on ly 13 per cent of targeted ben eficiaries, with food aid continu e to be reduced to half ratio ns. Fr om Novemb er 2025, just over 265,000 peo ple are exp ected to receive assistance un less more resou rces are made availab le. This leaves app rox imately 600,000 peo ple some of which wou ld be in IPC Ph ase 4, witho ut any foo d sup por t. As of June 2025, 568,212 peop le have received food assistance in 10 distr icts of Cabo Delgado , pro vided by 10 lead organ ization s and 20 imp lem enting partners. In terms of agricultural suppo rt for the fresh season, 6 partners assisted 59,957 peop le dur in g the m onths of April until June in 11 distr icts of Cabo Delgado.
