India has urged the International Civil Aviation Organization (ICAO) to revise global slot allocation rules, citing discriminatory practices at congested European airports that hinder developing countries' airlines from fair access. In a working paper submitted to be discussed at ICAO’s upcoming assembly in Montreal, India criticised the current "grandfather rights" system, where incumbent carriers retain slots indefinitely.
