King Ceasor University officials led by the Chancellor, Ceasor Mulenga (2nd right) receiving a certificate confirming the charter from National Council of Higher EducationBy Prisca WanyenyaThe Chancellor of King Ceasor University, Ceasor Mulenga has revealed plans to invest US$2Million (Shs7,166,364,800) in the upgrade of the laboratories in order to boost training and research among of medical students and the lecturers at the institution.He made the revelation following the handover of the charter from National Council of Higher Education, during the ceremony held at the University in Kampala on 14th July 2025.“This charter the President has signed means service to humanity, anybody from any country in the world can come and study here at King Caesar University. Furthermore, this charter gives our students the capacity now to do Masters in many institutions in the world, including Makerere and all other universities in the world. Now they are able to do their postgraduate studies. I am now going to invest about US$2Million in the labs because this has been great. We must strengthen our labs and then our students and lecturers can do proper research,” added Mulenga.Mulenga also praised Government for liberalising Uganda’s education sector arguing that such a move has enabled the private sector players complement Government’s efforts in the provision of critical human development services like education to all people in Ugandan.“I want to thank the President of the Republic of Uganda and the NRM party for the good policies they are bringing to our country, Uganda. As you know, higher education was a preserve of government. You could only own a university when it’s a public university. But as the NRM party came into power, they liberalised education so that the private sector can play a role in higher education. That was a fundamental change, one of the fundamental changes in this country, to allow private sector to participate in higher education,” said Mulenga.While announcing the granting of the charter, Stephen Okoth, Law Clerk, National Council for Higher Education (NCHE), congragulated the University upon the achievement which is a nod that the institution has met the Council’s requirements and standards of academic excellence.“This university applied to the National Council for Education with, among others, one of the prayers that it deserves and should be granted a charter. In accordance with the law, the National Council for Education recommended King Caesar University to that it deserves and the President should grant a charter to this university. Indeed, on the 3rd July 2025, President Yoweri Museveni granted a charter to King Caesar University. And I think, at this juncture, I would like to take this opportunity to hand over the charter to the Vice-Chancellor of King Caesar University. The National Council for Education congratulates you. We congratulate you upon this achievement,” said Okoth.The Universities and other Tertiary Institution’s Act, stipulates that a charter is evidence that the University meets the requirements and standards of academic excellence set by the NCHE and for a private University, a charter lays out guidelines for the establishment, control, management and administration of the institution.The King Ceasor University Chancellor tasked the University Management not to compromise the standards of teaching as this risks having the University’s charter and license withdrawn.He stated, “If you give them a reason to block us, they would block us, because they want conditions that are proper. When you talk of a Medical Council, they are looking over the life, apart from God who gave us life on earth, there are people who look after us who are doctors. These doctors must be credible doctors, and the job to ensure that there is credibility in training doctors lies with the Medical Council.”Mulenga also thanked the President Museveni led Government for creation of the policy of free education at both primary and secondary level and urged the President to also provide free University education to all Ugandans so as to ensure that all Ugandans attain higher education.“They (NRM) did not stop on that, of course they created a policy of free education at primary level and secondary level. As of now, we will be, especially me, advocating whenever I meet him to also create free university education, because there are many children out there who wish to go to the university, but for one reason or another they cannot afford the university education. So really, I want to thank also the NRM party to initiate good policies in our country, especially in the education sector,” noted Mulanga.The Chancellor of King Ceasor University, Ceasor Mulenga, speaking at the eventHe also commended the officials at NCHE and Uganda Medical and Dental Practitioners Council for standing firm and ensuring that Uganda’s education standards aren’t compromised, through the putting in place standards and guidelines that must be obtained by all education institutions.“I want to thank the National Council of Higher Education, especially the Executive Director, for having been no nonsense to make sure that this university meets the conditions. We are grateful for her guidance and the whole National Council’s guidance and the board that eventually today we are celebrating the receiving of the charter. I want also to thank the Medical Council.
