KYIV, 11 July 2025 – A new campaign launched at the annual Ukraine Recovery Conference in Rome shines a light on Ukraine’s reconstruction progress even amidst the ongoing full-scale war. “Ukraine Delivers” is a joint campaign led by the Ministry for Development of Communities and Territories of Ukraine, with the United Nations Development Programme (UNDP) and the State Agency for Restoration and Development of Infrastructure of Ukraine.Even amid the full-scale invasion, Ukrainian cities and villages are returning to life as communities recover and develop. Local artisans exemplify this resilience by transforming debris from destroyed houses into art, demonstrating that reconstruction is not only possible but actively underway.Recovery is an ongoing, painstaking daily effort, made possible by the combined efforts of the state, communities, and international partners.Oleksiy Kuleba, Deputy Prime Minister for Restoration of Ukraine – Minister for Development of Communities and Territories of Ukraine said: “We’re not waiting for the war to end. We’re rebuilding the country today so that Ukrainians can stay home, return to their communities or integrate into new ones, live, and work. This is the essence of Ukrainian resilience. Thanks to cooperation with our partners, we’ve achieved some tangible results.”According to the Ministry of Development, approximately 20 percent of damaged or destroyed facilities have already been restored. Kyiv Oblast, in particular, shows record-breaking progress, with over 75 percent of facilities rebuilt.Serhii Sukhomlyn, Head of the State Agency for Restoration and Development of Infrastructure of Ukraine added: “Ukraine is fulfilling its obligations. Despite daily shelling, all services are working to restore housing, roads, schools, hospitals, and other social infrastructure as quickly as possible. We’re using effective projects as examples for the recovery of all war-affected communities.”Building Forward BetterA core principle emphasized annually at the Ukraine Recovery Conference is not just to restore what was lost, but to build forward better. Recovery projects in Ukraine therefore incorporate sustainability, transparency, energy efficiency, accessibility, inclusivity, and safety.UNDP actively implements circular economy approaches in its projects, such as transforming debris into resources and destroyed buildings into foundations for new roads and infrastructure.Haoliang Xu, UNDP Acting Administrator said: “Since 2022, at the request of the Government of Ukraine, UNDP has been helping the country cope with massive destruction by launching what is today one of the world’s largest debris removal programmes. To date, over 600,000 tonnes of debris have been safely removed across eight regions, transforming the debris into valuable materials for reconstruction and minimizing environmental impact. This strategic approach, spearheaded by Ukraine’s decisive leadership, is part of a broad comprehensive recovery effort, which integrates environmental sustainability, community empowerment, and economic resilience.”Materials that cannot be reused are disposed of according to European standards.Symbol of LifeThe core concept of “Ukraine Delivers” is that even debris can become a symbol of hope. This idea is embodied in the “LIGHT OF HOME” art object, created specifically for the conference with support from UNDP and partners. The object, a combined lamp and planter, is made by local artisans from debris of destroyed homes in Kharkiv, Chernihiv, Dnipropetrovsk, and Kyiv oblasts. The light illuminating the house symbolizes faith in recovery, while the plant growing in the square-shaped pot represents life emerging from ruins.“Ukraine Delivers” demonstrates the country’s resilience and accountability to its citizens and partners. It serves as proof that support for Ukraine is already yielding concrete results.
