I had a plot in a community garden for years. For the longest time, we expected to lose 10-15% to freeloaders. As the homeless population increased, the losses followed. I quit in 19 when my losses were 95%. Three years later, out of the 120 plots, only four were occupied. The last two years, the city has offered free plots and seeds to the homeless, with 0 takers. The theme seems to be 'I want free food, I just don't want to have to work for it."
