There was a big thing about a city near me. They were trying to pass laws to ban panhandlers because they were getting so bad (as in so many of them, many of which were likely not homeless based on what they were driving). The ACLU stepped in and made the city allow panhandling under the first amendment. Several of the local businesses the people are panhandling next to offered these people jobs, but the people keep declining. One said that they make more on the corner and it's not taxed....
