normalnormalnormalIn State Cabinet meeting held under the chairmanship of Chief Minister Nayab Singh Saini here today, the Haryana Government, fulfilling yet another promise of its Sankap Patra, has decided to implement the “Deen Dayal Laado Laxmi Yojana” for ensuring social security and dignity of women. The scheme will be launched on September 25, 2025, the birth anniversary of Pandit Deen Dayal Upadhyaya. Under this scheme, all eligible women will receive financial assistance of Rs 2,100 per month.As per the provisions, all women (married and unmarried) aged 23 years and above as on September 25, 2025, will be eligible to avail benefits. In the first phase, families with an annual income of less than Rs 1 lakh have been included. Gradually, other income groups will also be brought under the ambit of this scheme in a phased manner.To avail benefits under this scheme, it will be mandatory for the unmarried applicant, or the husband in the case of a married applicant, to be a resident of Haryana for the last 15 years. There will be no restriction on the number of beneficiaries from a single family. For instance, if three women in a household are eligible, all three will receive the benefit.However, beneficiaries who are already covered under any of the following nine schemes—Old Age Samman Allowance, Financial Assistance to Widows and Destitute Women, Haryana Divyang Pension, Ladli Social Security Allowance, Financial Assistance to Kashmiri Migrants Families, Allowance to Dwarfs, Financial Assistance to Women and Girls Acid Attack Victims, Financial Assistance to Widower and Unmarried Persons Scheme 2023, and Haryana Gaurav Samman Scheme for the Padma Awardees  are receiving higher financial assistance, will not be entitled to benefits under the Deen Dayal Laado Laxmi Yojana.It was decided in the Cabinet that applicants suffering from Stage 3 and 4 cancer, any of the 54 listed rare diseases, as well as hemophilia, thalassemia, and sickle cell disease, who are already receiving pension benefits, will also be entitled to the additional benefit of the Deen Dayal Laado Laxmi Yojana. Once an unmarried beneficiary completes 45 years of age, she will automatically become eligible for the Financial Assistance Scheme for Widows and Destitute Women. Similarly, upon attaining the age of 60 years, the beneficiary will automatically qualify for the Old Age Samman Allowance Pension Scheme. In the first phase, about 20 lakh women across Haryana will get the benefit from this scheme.In the coming days, along with the gazette notification of the scheme, a dedicated mobile application will also be launched for registration. Eligible women will be able to register themselves through this app. In addition, every potentially eligible woman will receive an SMS notification informing her of her eligibility and guiding her to apply on the app. The list of all eligible women will be published in every panchayat and ward. Launching a sharp attack on the Congress, he said that the party misleads people with manifestos during elections, but once in power, forgets them and throws them into the dustbin. Congress leaders say something and do another. He added that the same situation prevails in Punjab under the Aam Aadmi Party. There too, promises of providing financial assistance to women were made during elections, but those promises remain unimplemented till today. In contrast, Haryana, where elections are still far away, continues to fulfill the commitments made in its Sankalp Patra. He said that Prime Minister Narendra Modi’s guarantee means—whatever he promises, he delivers. But the Congress’s guarantee is like Chinese goods—which come with no guarantee at all. He further said that wherever there is a government under the leadership of Prime Minister, be it Maharashtra, Madhya Pradesh, Rajasthan or Haryana, every promise made to the people is being fulfilled.Promises made to women in Karnataka, Telangana and Himachal Pradesh remain unfulfilled till dateResponding to a question, Chief Minister Sh Nayab Singh Saini said that some parties seek votes during elections but later abandon the people to their fate. He reminded that the Congress had raised the issue of the Laado Lakshmi Yojana during the last session before the monsoon session and also asked questions on it. But when they were asked why the promises made to the women by the Congress governments in Karnataka, Telangana and Himachal Pradesh have not been fulfilled till now, they had no answer, he said.Replying to another question, the Chief Minister that the Congress and the Aam Aadmi Party “actually eat from the same plate,” and this is why the people have lost faith in them. He said that the Haryana government is purchasing 100 percent of farmers’ crops at MSP, while no such arrangements exist in Punjab. Similarly, while the Ayushman Yojana in Haryana provides health insurance benefits of up to Rs 5 lakh, the people of Punjab are deprived of this facility.On the allegations made by Congress regarding the Beti Bachao, the Chief Minister said that the Congress has no concrete issues left and their MLAs are resorting to political drama by waving posters in the House. Those who were responsible for female foeticide during their rule are today pretending to talk about women’s dignity, this is truly unfortunate, he added.Haryana to support flood victims in Punjab; aid proposal sent to CM Bhagwant MannExpressing deep concern over the flood situation in Punjab, Haryana Chief Minister Sh Nayab Singh Saini said he is deeply saddened by the extensive loss caused by this natural disaster. Now, the Sikh Sangat has started going to pay obeisance at Gurdwara Kartarpur Sahib located in Pakistan.The Chief Minister also informed that during the Monsoon Session of the Assembly, a proposal was unanimously passed to celebrate the 350th Martyrdom Day of Guru Tegh Bahadur Ji in a divine and grand manner, under which various programmes will be organized in the coming days.Haryana Right to Service Commission penalises Karnal’s District Programme Officer over negligenceThe Haryana Right to Service Commission has taken a strict stance over serious negligence and disorder found in the office of the District Programme Officer (DPO), Karnal. The Commission clarified that due to lack of coordination between subordinate staff and the DPO office, and the failure to issue timely directions, a beneficiary could not be provided the benefit of the scheme within the stipulated time limit, which led to a violation of the Haryana Right to Service Act, 2014.A spokesperson of the Commission informed that the inquiry revealed this case to be an example of how officers’ indifference and lack of accountability can cause undue hardship to citizens. The Commission described the functioning of the DPO office as disorganized and made it clear that it is the responsibility of the office head to ensure timely and effective operations.The Commission, finding the DO-cum-DPO, Karnal guilty under the Act, has imposed a fine of ₹10,000 on him and ordered payment of ₹5,000 compensation to the appellant. This amount will be deducted from his salary for September 2025. The fine will be deposited in the state treasury and the compensation will be transferred directly to the appellant’s bank account. The Commission has directed the Director General, Women and Child Development Department, to ensure deduction and payment of the amount and submit a compliance report to the Commission by October 13, 2025.Along with this, the Commission has also directed the Director General of the Women and Child Development Department to deposit the scheme amount into the appellant’s account by September 5, 2025, and to provide comprehensive training to field staff on the e-Kuber system, so that beneficiaries do not face unnecessary delays or inconvenience in the future.The Commission has further instructed the Additional Chief Secretary of the Department to ensure that the distribution of all schemes and services is carried out entirely online, so that transparency and accountability are maintained.It is noteworthy that the complainant, a resident of Karnal, in his complaint filed before the Commission, alleged that under the scheme of the Women and Child Development Department, the appellant was not provided the benefit within the stipulated period under the Haryana Right to Service Act, 2014. The matter was registered on July 26, 2024, on the Saral Portal, but the amount was provided to the beneficiary on April 30, 2025, which was significantly delayed from the set timeline. The complaint also mentioned that the main reasons for this delay were lack of coordination in the office, delay in Unicode verification at the assistant level, and negligence by the accountant in bill processing.
