Hajji Bagalaaliwo Family Declares War on Exim Bank Uganda, Writes To Bank of Uganda Demanding Action Against Board Chairlady

By Mulengera ReportersLed by Bashir Balozi Mohammed Bagalaaliwo, some of the children and family members of legandary tycoon Hajji Majid Mohammed Bagalaaliwo have written to Bank of Uganda, as the regulator, demanding severe sanctioning against Exim Bank Uganda.Their contention is that the repugnant, shameful and scandalous actions of the Bank’s Board Chairperson Sarah Bagalaaliwo Nanziri (one of the bedridden old man’s wives) are so disgraceful and reflect very poorly on the entire banking sector.In their 14th August petition, addressed to Director Supervision at Bank of Uganda, the aggrieved family members report that as their patriarch continues to be confined into ‘medical coma,’ vigorously fighting for his dear life, Nanziri (one of his wives) has concentrated on altering the documentation relating to the ownership and management of his properties and other aspects of his estate.In their two page petition, the family members flag and complain about acts of “forgery, uttering false documents and the making of fraudulent claims.”The petitioners, whose complaint is also copied to Uganda Bankers Association under which all Uganda’s 26 commercial banks unite to engage in some form of self-regulation, demand that Exim Bank Uganda gets sanctioned by BoU using regulatory levers if they can’t drop Sarah Bagalaaliwo Nanziri from being their Board Chairperson.The petitioners assert that, as the regulator, BoU has lots of levers which it can deploy to intervene and reverse Sarah Bagalaaliwo’s transgressions. That its unbecoming for anyone to engage in such actions and at the same time continue being a Chairperson of a commercial bank which BoU regulates and supervises.The petition refers to the Police forensic report which examined all the documents that had been written and signed for and on behalf of the bedridden and unconscious Hajji Bagalaaliwo and his son Bashir Balozi. That those impugned documents were used to effect the incorporation of Bagalaaliwo Foundation and also the transfer and sell of some properties under the coma-confined Bagalaaliwo’s estate.The petitioners make it clear that neither Bashir Balozi nor his father Hajji Bagalaaliwo have ever consented to such activities and fraudulent dealing with the estate in anyway. That there is no way a man who is ‘medical coma’ could have had the mental capacity to authorize and consent to the registration of Bagalaaliwo Foundation, the transfer & sale of family properties (including those belonging to the estate of late Hajat Mulasi Nalumansi).That some of those forged documents have also been used to make false claims resulting into persecution of some of the innocent Bagalaaliwo family members. The petitioners demand that BoU enforces high regulatory and ethical standards with which Uganda’s banking industry has been synonymous, by cracking the whip on the said Sarah Nanziri Bagalaaliwo. That her retention on the job of Board Chairperson for Exim Bank Uganda creates reputational risks for even Bank of Uganda as the regulator.The petitioners’ prayers are that BoU urgently inquires into all the allegations they are making against the Board Chairperson, leverages the provisions of the Finance Institutions Act to undertake the appropriate regulatory measures and also proceeds to bar the impugned Exim Bank Uganda officials from continuing to occupy the very consequential offices they are currently holding.The petition authors make it clear that they have all the evidence and the relevant documentation, which they are ready to submit to aid and enable regulatory investigations by the BoU.
