The Haryana government gives unemployment allowance to unemployed youth in two categories. (Express Photo)Over 4 lakh unemployed youth are registered with 65 employment exchanges across Haryana. These include a maximum 2.34 lakh who are 10+2 pass; over 1.01 lakh graduates and 29,986 are post-graduate. The maximum unemployed post-graduates are in Hisar (2757), Jind (2541), Bhiwani (2321) and Rohtak (2234); while the least are 159 in Nuh (Mewat) and 237 each in Gurugram and Panchkula.The maximum 41991 unemployed youth (total of 10+2, graduates and post-graduates) are registered in Hisar (41991) followed by Jhajjar (40596), Bhiwani (32789), Kaithal (32561), Ambala (14218), Charkhi Dadri (10249), Faridabad (3221), Fatehabad (21819), Gurugram (2984), Jhajjar (13142), Karnal (27144), Kurukshetra (17615), Narnaul (17744), Nuh (4748), Palwal (7424), Panchkula (4463), Panipat (13023), Rewari (6878), Rohtak (26694), Sirsa (22135), Sonipat (17414) and Yamunanagar (26098).The Haryana government gives unemployment allowance to unemployed youth in two categories. Haryana’s general Unemployment Allowance Scheme (UEAS) for educated unemployed youth is a direct cash benefit for eligible individuals with specific family income and registration criteria, whereas the unemployment allowance under the Saksham Yuva Scheme is an allowance paid in exchange for performing 100 hours of honorary work within government departments. Under general unemployment allowance, Rs. 1200 per month is given to unemployed youth (10+2 and equivalent) while graduate and above unemployed youth get Rs. 2000 per month.The unemployment allowance, under Saksham Yuva Scheme is Rs. 1200 per month (10+2), Rs. 2000 per month (graduates) and Rs. 3500 per month (post-graduates).The figures formed part of the reply given by the state government during the ongoing monsoon session of the Haryana Vidhan Sabha, in reply to the question asked by Congress MLA (Jhajjar) Geeta Bhukkal.The reply tabled by Minister of State for Youth Empowerment and Entrepreneurs, Gaurav Gautam mentioned that the government has disbursed Rs. 75.98 lakh as general unemployment allowance for the month of June-2025 while Rs. 28.51 crore has been disbursed as financial benefits to eligible applicants for the month of July-2025 under Saksham Yuva Scheme.A maximum number of unemployed youth (1,85,267) are taking benefits of unemployment allowance under Saksham Yuva Scheme. Of these the maximum number of beneficiaries are in Jind (24975) followed by Hisar (21644). The least number of beneficiaries under this category are in Faridabad (452) and Gurugram (456).Story continues below this adCongress MLA Geeta Bhukkal had asked the government – a) the district-wise and tehsil-wise details of the number of employment offices functioning in the State; b) the district-wise number of unemployed youths registered in employment offices in State together with the category-wise (+2 level, graduate level and post-graduate level) details thereof; c) the role of employment offices in providing job/employment opportunities to unemployed youth of the State; and d) the district-wise details of unemployment allowance being paid by the Government to the youth in State together with the number of beneficiaries?”Replying to her, MoS Gaurav Gautam stated that “There are a total of 65 employment office in the state…. Directorate of Employment acts as a facilitator between job seekers and Employers. Thereby, the Directorate of Employment provides employment assistance to the job seekers to link them with the suitable job opportunities available with the employers. The role of employment offices in providing job/employment opportunities to unemployed youth of the State is as following – Job seekers are being placed in the private sector through organized job fairs in all districts of the State. The Directorate of Employment facilitates private sector employers in selecting eligible applicants from the pool of registered candidates”.Giving details about the government’s unemployment schemes, the minister stated – The Government of Haryana recognizes the importance of providing dignity to our youth and engaging them constructively in gainful assignments. Accordingly, the Government launched the Educated Youth Allowance and Honorarium Scheme- 2016, popularly known as Saksham Yuva Scheme on November 1, 2016 on the occasion of Haryana Swarn Jyanti to provide unemployment allowance and honorarium to the eligible post-graduate youth of Haryana in lieu of 100 hours of honorary work.
