Tamil Nadu Electricity Regulatory Commission (TNERC) reviewed the performance of various electricity distribution circles for the financial year 2024-2025, and said most circles have underperformed in the area of replacement of defective meters.“To enhance performance in this area, Tamil Nadu Power Distribution Corporation Ltd (TNPDCL) needs to systemise the meter management system to ensure timely replacements. Apart from this, the performance in other areas like grievance handling across the circles has generally met the set targets,” TNERC said.As per the data shared by the State power regulator, for the period from April 1, 2024 to March 31, 2025, in terms of meter replacement, some circles have achieved targets in the range of 80.35% to 95%.During the first six-month period (April 1, 2024 to September 30, 2024), Udumalpet, Ramnad, and Perambalur circles have not fulfilled the target in two service areas, while Cuddalore, Madurai, Trichy Metro, and Vellore circles have not fulfilled the target in single service area, TNERC said.Altogether, the performance of TNPDCL is found to be fair in the second six-month period (October 1, 2024 to March 31, 2025) where two circles have not fulfilled the target (Trichy Metro and Dharmapuri EDC) in grievance handling and Perambalur EDC in the service area of replacement of meters, it noted.As per Section 59 of the Electricity Act, 2003, and Regulation 24 of the Tamil Nadu Electricity Distribution Standards of Performance Regulations, 2004, TNPDCL has to furnish information on the level of performances achieved in terms of replacement of meters, addressing complains in billing, and grievance complaints, among others, once in six months.TNERC approved the publication of the Level of Performance as reported by TNPDCL for the periods from April 1, 2024 to September 30, 2024, and from October 1, 2024 to March 31, 2025. However, it noted that TNPDCL must comply with its direction that the approved performance shall be displayed circle-wise and month-wise on its website, by simply clicking the tab menu, TNERC said.The concerned authority may be instructed to take immediate steps for making necessary software corrections in the Level of Performance web page for publishing the level of performance in the form and manner as directed. The TNERC also expressed displeasure over the approved Levels of Performance of TNPDCL for the years 2022-23 and 2023-24 having not been published yet, despite its directions.
