Court Ruling On Late MP Muhammad Ssegirinya’s Terrorism Case Postponed

The International Crimes Division (ICD) of the High Court has once again postponed a ruling on whether to confirm terrorism-related charges in a case that involved the late Kawempe North Member of Parliament, Muhammad Ssegirinya, alongside Makindye West MP Allan Ssewanyana and three others.The ruling had been scheduled for Tuesday, August 26, but was deferred after presiding judge Alice Komuhangi Khaukha’s decision was not ready. Magistrate Milscent Kemigisha, sitting in her place, informed court that the matter would have to wait until final submissions are filed.“Unfortunately, the ruling is not ready. The date that had earlier been fixed was August 26, but the trial judge’s decision is still pending,” Ms. Kemigisha said. She also noted that defense counsel for Ssewanyana had not yet submitted his final arguments, prompting an extension of the deadline to September 2.The postponement adds to the lengthy pre-trial delays that have clouded the high-profile case, which stems from a spate of machete killings that rocked the Greater Masaka region in 2021.Ssegirinya, who passed away earlier this year while still battling the charges, had been jointly indicted with Ssewanyana, Mike Sserwadda, Jackson Kanyike, Bulo Wamala, and John Mugerwa. The group faced charges of terrorism, murder, 15 counts of attempted murder, and aiding and abetting terrorism.Prosecutors allege that between January and August 2021, the accused orchestrated or facilitated attacks that left at least 26 people dead in Masaka, Kampala, and Rakai districts. The state previously disclosed evidence including witness statements, crime scene reports, and photographs of victims such as Mugerwa Kizza, Sulaiman Kakooza, Tadeo Kiyimba, and Ronald Sebyoto of Ssettaala village.Despite his death, Ssegirinya’s name remains tied to the ongoing proceedings, which are yet to move past the pre-trial stage. Justice Komuhangi had earlier ruled that pleas would only be taken if sufficient evidence existed to confirm the charges, after which a full trial would commence before a panel of three justices.As the case drags on, Ssewanyana remains out on bail, while the remaining accused continue to languish in Luzira Prison.
