Malta is set to introduce several tough measures targeting people who drive under the influence of alcohol or drugs. This will include empowering the police to carry out random drug tests on driver without the need for reasonable suspicion, a proposal that was recently floated by a number of emergency doctors, as well as Jason Micallef and Alex Borg. These are the new proposals, as announced by Home Affairs Minister Byron Camilleri.1. The introduction of police road drug tests, similar to the way alcohol tests are currently conducted.2. Random roadside testing, where police will be able to conduct drug and alcohol tests on the spot without the need for reasonable suspicion.3. Effective imprisonment for people found guilty of killing people, even involuntarily, while under the effect of alcohol or drugs. The courts will no longer be able to issue suspended sentences for these cases.4. Harsher penalties for people caught driving under the influence5. Prosecutors will be able to request the court to suspend the driving license of people caught driving under the influence while the case is ongoing. The courts will have the final decision.“Over the past year, the police carried out 2,000 road checks, complementing work carried out by LESA and Transport Malta,” Camilleri said.“More road checks were carried out in the first eight months of the year than the whole of last year. By the end of the year, the total is expected to be nearly triple the number conducted three years ago.”“This builds on the harsher penalties and controls introduced in recent years. However, it is clear that there should be a greater deterrent and harsher laws against abusers. It is unacceptable for people to recklessly put other people’s lives at risk on a whim.”•
