Telangana High Court on Friday (August 22, 2025) declined to stay the tabling the report of Justice (Retired) P.C. Ghose Commission — which inquired into the allegations of irregularities in execution of Kaleshwaram project — on the floor of Assembly. After hearing the arguments for two consecutive days in the two writ petitions seeking to quash the Commission’s report, the High Court bench comprising Chief Justice Aparesh Kumar Singh and Justice G.M. Mohiuddin said ‘no interim directions need to be passed’ in the matter.Bharat Rashtra Samithi (BRS) supremo and former Chief Minister K. Chandrashekar Rao and his former cabinet colleague T. Harish Rao, both of whom were indicted in the Commission’s report, filed separate writ petitions seeking directions to quash and set aside the report.They also contended that the very constitution of the Commission should be declared arbitrary and illegally as it was made against the provisions of the Commissions of Inquiry Act.Having heard extensive arguments presented by the Advocate General A. Sudarshan Reddy and Supreme Court senior counsels Aryama Sundaram and V. Seshadri Naidu appearing for Mr. Harish Rao and KCR the previous day, the bench resumed hearing on Friday. The Chief Justice repeated the query raised the previous day seeking clarification from the AG whether the government would initiate any action against the petitioners based on the report. With the AG submitting a written statement and oral submission that the government would prefer to act upon the report only after placing it on the floor of Assembly along with debates and discussion on it, the bench said no interim directions required to be passed in the pleas. “When the state government has come out with a categorical assertion that no action is going to be taken on the basis of of any such findings in the report, no further interim directions are required to be passed in that regard,” the bench said. The bench, however, directed the Chief Secretary and the Irrigation and Command Area Development Secretary to file detailed counter affidavits over the averments and ground raised by the petitioners in their pleas within five weeks.
